The Community Development Analyst advises the public on a variety of regulatory requirements; performs routine and technical work, both at the public counter and in the back office; answers inquiries related to building codes, remodeling and repair requirements, development regulations, general plan policies, permit procedures and schedules; performs review of plans and specifications; reviews, tracks, and processes applications; issues building permits; calculates and collects fees; prepares and assists in administering grant applications, including periodic reporting for the Local Transportation Commission's overall work program; participates on or leads project teams in planning studies, environmental reviews, community design, and general plan preparation; assists with planning policy formulation and implementation; and performs other work as required.DISTINGUISHING CHARACTERISTICSThe Planning Analyst I is the first working level of the Community Development Analyst class series. This professional class requires a diverse skill set to work on a broad range of tasks and projects, including data collection, research, analysis, staff report preparation, public presentation, technical field reviews, environmental review and community meetings. Incumbents in this class will be expected to be cross-trained in areas of community development permits, processes and policies. The Planning Analyst II is the journey level classification in the Community Development Analyst series and requires a broader skill set, good judgement, and experience resulting in less need for supervision. The Planning Analyst III is the lead level classification and requires the incumbent to perform the most complex planning, compliance, or building functions, or has demonstrated competencies involving the entire planning/inspection/permitting process in multiple functional areas with limited supervision. Positions in this class are flexibly staffed and are normally filled by advancement from the Analyst II level upon demonstration of competency and knowledge involving the planning, inspection, and permit process, land use function, and County requirements and regulations.Examples of Duties DAILY FUNCTIONS AND DUTIES INCLUDE (The following is used as a partial description and is not restrictive as to duties required.)o Provides information to the public on various Community Development Department regulations, permits, and applications; o Accepts and reviews application and plan submittals for completeness and compliance with Mono County ordinances and regulations; o Processes construction plans; enters plans into permit software, reviews plans to establish valuation and computes plan check and various other fees; o Verifies current contractor's licenses and worker's compensation insurance; refers plans to building inspectors, environmental health specialists, planners, code compliance personnel, public works, special districts and plan checking personnel as needed;o Issues routine permits for building construction work; o Verifies completion of necessary documentation to balance accounts for monies collected; o Coordinates applicable inquiries with code compliance staff; o Gathers and evaluates data and information for planning studies and long-range planning policy development; o Prepares or coordinates preparation of general plan elements; o Coordinates and prepares project reports; o Conducts research and performs data analysis and project evaluations; o Processes applications for planning permits (e.g., use permits, variances, specific plans, etc.); o May conduct inspections of sites to ensure compliance with General Plan and zoning codes; o Assists with, coordinates and prepares environmental studies; o Assists with and prepares public presentations; o Participates in the environmental review of proposed projects; o Assists with the implementation of general plan and specific planning requirements; o Assists with the revision of planning ordinances; o Interprets use permits, ordinances, policies, and regulations; o Performs reviews of site development plans and may prepare and present staff reports for the Planning Commission; o Prepares or assists with the preparation of maps and graphs; o Answers public inquiries regarding planning issues, permit procedures, and zoning; o May represent the Department on committees; o Provides staff support to the Local Transportation Commission, regional planning advisory committees, and certain state mandated and local commissions; o Develops grant proposals;o Manage grants, including fiscal and progress reports;o Responds to inquiries and complaints related to building and planning regulations; o Develops and/or maintains departmental web page;o Maintains necessary records according to department policy; A typical way to obtain the required knowledge and abilities might be:Graduation from a four (4) year-college or university with major work in planning, or a closely related field. Medical plan costs vary based on the plan and coverage you select. The employee and the County share the cost of the plan, which is deducted on a pre-tax basis. If the employee contributes a total of 1-3% of their pre-tax salary, the County will match those contributions up to a maximum of 3% into a 401 (a) plan under the employee's name.
