Job Description:

The purpose of this position is to coordinate Community Development programs and services by providing professional work in the planning and development of assisted and affordable housing, as well as related programs.Essential Duties and Responsibilities:* Performs independent research analysis and project underwriting, in support of the City's Community Development Block Grant programs.* Determines applicant's eligibility for various housing assistance programs, assists with the loan process and facilitates closing.* Computes payment schedules and services loans on behalf of the City.* Provides technical assistance to staff and management regarding Community Development programs.* Establishes and maintains extensive program records, reports and applications to ensure compliance.* Coordinates monitoring with sub-recipients, as assigned.* Enters data for federal grant related activities into HUD's IDIS system.Supplemental Functions:* Performs other similar duties as required.Job Specifications and Qualifications:Knowledge:* CDBG & HOME program principles* IDIS principles* Customer service principles* Basic accounting principles* Basic budgeting principles* Real Estate principles (i.e. Deed of Trust, Promissory Note)* Research and analysis principles* Microsoft Office (i.e. Word, Excel, PowerPoint, Publisher and Outlook)Licensing and Certifications:* Valid North Carolina Driver's LicensePLEASE NOTE: Applicants must meet the City criteria for an acceptable driving record.Working Conditions / Physical Requirements:* Position in this class require: standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling, kneeling, pushing/pulling, climbing, vision, foot controls, bending, crouching, hearing, twisting, talking.* Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.* Incumbents may be subjected to noise and vibration, physical hazards.Required Skills* Operating computers and applicable software applications* Preparing a variety of reports* Prioritizing work and performing multiple tasks* Providing customer service* Maintaining various confidential records* Working independently* Performing mathematical calculations* Operating modern office equipment* Preparing business correspondence* Conducting research* Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.Required ExperienceAssociate's degree in Secretarial Science or diploma from an accredited College, technical, business, vocational, or correspondence school, with at least three (3) years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.Please be sure to complete the application in full.
