Job Description:

Under the supervision of the Admissions & Enrollment Manager, the Community Engagement Associate will primarily be responsible for developing recruitment and community engagement goals & objectives, and as assigned by the Admissions & Enrollment Manager. The Community Engagement Associate will also serve as an ambassador for the agency when required, and will assist in the implementation of engagement services including recruitment within our mixed income model. This position requires working knowledge of relevant community resources, have a compassionate approach to working with children and families, and effectively interface with families of diverse economic, social, ethnic and linguistic backgrounds. The position works as a part of the content area team of managers/coordinators/specialists to integrate Head Start/Early Head Start services for children and families.

ESSENTIAL FUNCTIONS / RESPONSIBILITIES

Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA)

  • Expected to understand, interpret and explain Federal, State and City regulations regarding eligibility criteria and enrollment, and ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance) policies and procedures, and Head Start/Early Head Start Performance Standards.
  • Ensuring that recruitment involves the most vulnerable populations per HS/EHS, state and other applicable contracts, including underserved populations in the assigned service area.
  • Develops and maintains the Admissions and Family Services Recruitment Plan and Calendar of Activities. Also works closely with the Admissions and Enrollment Manager, and respective admissions and family services staff in planning and executing recruitment strategies across all program options.
  • Leads regular recruitment and community engagement meetings and works closely with admissions and family services team in planning and executing recruitment efforts.
  • Build and develop partnerships with community organizations, schools and other government programs to increase program visibility and develop new services/resources opportunities.
  • Build and maintain social media and online presence (Facebook, YouTube, Google, Nextdoor, etc.) to highlight programs and attract new clients. Including marketing Early Education informational videos.
  • Abides by MNC marketing and branding protocols, as needed designs recruitment material such as fliers, invites and other required program literature.
  • Build and maintain relationships with families by organizing parent campus open houses and campus visits to familiarize families with our campuses and staff. This includes full coordination with management and campus staff.
  • Participates in widespread canvassing, mailings, presentations, interviews, and outreach in community and follows up with new inquiries.
  • Participates in agency-sponsored community resource fairs and other recruitment events, as requested by supervisor.
  • When needed, speaks before neighborhood groups to establish communication and rapport between persons in community and agency, to publicize supportive service available.

Administrative

  • Monitors Admissions and Family Services Recruitment Plan and Calendar of Activities.
  • Maintains recruitment and community engagement tracking and reporting system to assure recruitment goals and objectives are implemented and yielding desired results, including any relevant action plans for improvements.
  • Analyzes and reports on recruitment and community engagement data that can/will be utilized for future ERSEA planning within the service area. Including developing innovative recruitment and community engagement approaches/systems.
  • Generates needed reports pertaining to recruitment and community engagement on a minimum of a monthly basis.
  • Involved in the annual Community Assessment data gathering process and analyzes results and areas of need to determine and develop plans for additional services to provide families.
  • Participates in ERSEA Self-Assessment process, reporting and action steps.
  • Participates in developing admissions systems, policies and procedures, and records that improve overall department efficiency and compliance.
  • Participate in Head Start and Early Head Start networks/standing committees.

Contribute to the Program and complete other duties as assigned by:

  • Work closely with Admissions and Enrollment Manager and Director of Family and Community Services regarding administrative tasks and/or duties.
  • Must be able to travel to centers to conduct training, technical assistance and/or monitoring review, and attend meetings.
  • Participating in scheduled staff meetings, in-service and trainings.
  • Involved in creating and developing ERSEA systems and records that improve overall department efficiency and compliance.
  • Ability to assure submission of payroll timecard to supervisor.
  • Meet as needed with the Supervisor to report, problem-solve, and plan regarding position responsibilities.

Customer Service

  • Provide exceptional customer service.

  • When needed, manages main phone line to assist families with questions on applying for early education services and walking them through the application process. This includes treating families with the highest level of respect and compassion to aid in supporting their needs.
  • Maintains confidentiality of all child and family records, organizes documentation, and completes eligibility family case notes according to procedures.

Safety

  • Maintain personal safety, use personal protection equipment (PPE) and follow Company policies.
  • Report all and any safety issues, accidents or injuries to your manager as a matter of priority.

POSITION QUALIFICATION REQUIREMENTS

Education: Require a Bachelor‘s Degree in Human Services, Social Services, Communication, Social Work, Public Policy, or other related field; or AS in a related field with at least 3 years of Project/Program Development, Fund Development; or 6 years of experience in senior mass communications fields (corporate, nonprofit, and/or foundation) including public relations, volunteer management, project management, community organizing or other related areas, with demonstrated stability and sustained commitment in previous position(s).

Experience: Minimum of 3 years of progressive, significant experience in administrative work and project/program development, volunteer management, and community engagement. Must be a highly organized individual, with excellent follow-up skills as well as the ability to overcome objections and obstacles in the pursuit of success.

Requirement:

  • Current CA Driver License; current auto insurance and a clean driving record.

Software: Proficiency in Microsoft Office applications: Outlook, Word, Excel, PowerPoint, and Internet Explorer.

Decision Making: Set priorities and standards of performance; Develop plans by which work can be accomplished.

Tools and Equipment: General office equipment, fax, copier, printer, phone, and computer.

Confidential and Sensitive Information: Ability to maintain the highest level of confidentiality when dealing with client information.

Physical Demands

While performing the duties of this job the employee is required to sit approximately 50% of the time, walk 25% of the time and stand 25% of the time. The employee is frequently required to use hands and fingers to type or handle, feel, and operate objects. The employee is required to occasionally lift and/or move up to 30 pounds. While performing the duties of this job the employee is occasionally required to reach with hands and arms. The employee is frequently required to speak and listen. Specific vision abilities of this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
