Job Description:

Under general supervision, assists County health and behavioral health staff in providing health education, prevention services and/or case management; provides support in areas of participant and community assessments, program planning, material development, education, referrals and community outreach; and performs other related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned management or supervisory personnel. Exercises no direct supervision over staff.

* Facilitates and promotes health and well-being throughout the life cycle based on assigned program and provides technical assistance to community members on various health topics.

* Assesses participant needs, develops participant care plans, and provides education and resources for health care, health insurance programs, and other community service options.

* Assists in data collection and reporting such as conducting interviews and surveys.

* Provides support and assistance with individual and community outreach activities.

* Assists in planning and participates in workshops, forums, and discussion groups to promote public health, behavioral health, and related activities.

* Researches information and gathers, prepares, and disseminates health education and communication materials through a variety of methods and channels.

* Prepares and delivers presentations to schools and community groups on health topics.

* Assists in the preparation of exhibits, posters, displays and materials for presentation at meetings, conferences, clinics, and public gatherings.

* Assists with the maintenance of departmental program records and reports.

* Observes and complies with County and mandated safety rules, regulations, and protocols.

* Performs general office support work; operates office equipment; indexes documents for files; performs data entry and logging of sensitive information; reviews and tabulates simple statistics and data.

* Performs related duties as assigned.

* The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

* Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to the work performed.

* Maintain and update records, files, forms, and reports.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to completion of the twelfth (12th) grade supplemented by college level coursework in public health, health education, communications, or behavioral, life, or social sciences or a related field and one (1) year of experience in public health, public relations, or direct public service.

Licenses and Certifications:

* Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.

* Some positions may require the possession of, or ability to obtain, appropriate Health Education Certification.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and various community settings and use standard office equipment, including a computer, and to operate a motor vehicle and travel to different sites and locations; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in office and/or community environments with moderate noise levels and variable and/or temperature conditions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.The application review process will include screening to ensure applications are complete and meet all minimum qualifications. In addition to the application, the applicant is required to complete the Supplemental Questions to further evaluate their education, training and experience relative to the required knowledge, skills and abilities for the position. Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for the assessment listed below. Passing score is 70% out of 100%.

PLACEMENT ON THE ELIGIBLE LIST:

The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS:

As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.
