MAJOR FUNCTION: Use analytical methods to help solve problems and make better decisions. Collect, organize, and examine information from a variety of sources, such as computer databases and customer feedback to figure out what is relevant to a problem and what methods might be used to analyze it. Use statistical analysis or other methods to analyze information and develop practical solutions to problems. Advise managers and other decision makers on the effects of various courses of action in order to address a problem and carry out strategies to ensure project deliverables are completed effectively and efficiently. Write memos, reports, and other documents explaining findings and recommendations for managers, directors, and other officials.ILLUSTRATIVE DUTIES:
- Assists IHC Information Services Supervisor with the development of short and long-range strategic plans.
- Assists with the development and implementation of training curriculum, including written documentation and videos, as needed.
- Collects, tracks, and analyzes data in an actionable format that supports decision making to meet goals and objectives of the HHS Division and the Software Project.
- Coordinates meetings and prepares agendas and presentations under the direction of the IHC Information System Services Supervisor.
- Ensure QA and security measures are in place for system integrity and HIPAA compliance.
- Ensures all project documents (paper and electronic) are complete, current, and stored appropriately.
- Establishes and maintains constructive and cooperative working relationships among internal and external Software users and with the county's IT Division.
- Maintains an overview of projects and independently follows up or processes/actions in a timely manner.
- Participates in collaborative planning activities and operational meetings pertaining to the Software Project.
- Reviews and recommends updates to established policies/procedures, including QA and security procedural guidelines.
- Supports implementation of the software and consolidates business rules for system enhancements.
- The position requires a productivity and issue log be maintained illustrating tasks performed.
- Travel to Community Partners' locations when necessary to provide training and/or troubleshoot issues.
- Works in a team-oriented environment interacting with the Indigent Health Care and IT staff, Community Partners, and others.
- Works with the project team to identify, address and close issues.
- Performs related and other duties as assigned.
KNOWLEDGE, ABILITIES, AND SKILLS:
- Knowledge of HIPAA privacy and security practices and safeguards.
- Knowledge of Microsoft Office products and the ability to use/learn software applications.
- Analytical skills. Use a wide range of methods, such as forecasting, data mining, and statistical analysis, to examine and interpret data. Determine the appropriate software packages and understand computer-programming languages to design and develop new techniques and models.
- Communication skills. Present data and conclusions to managers and other executives. They also need to communicate technical information to people without a technical background.
- Critical-thinking skills. Must be able to figure out what information is relevant to their work. They also must be able to evaluate the costs and benefits of alternative solutions before making a recommendation.
- Interpersonal skills. Will typically work on teams. They also need to be able to convince managers and top executives to accept their recommendations.
- Problem-solving skills. Need to be able to diagnose problems based on information given to them by others. They then analyze relevant information to solve the problems.
- Writing skills. Write memos, reports, and other documents explaining their findings and recommendations.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in business or a technical field, such as computer science, analytics, or mathematics.
- Two (2) years quality assurance experience.
- Possess a valid driver's license and/or able to secure a valid Florida driver's license at the time of employment.
A comparable amount of related training and experiences may be substituted for the minimum qualifications except for the degree requirement.
- Intermediate to advanced SQL knowledge and experience.
- Project management and/or implementation experience.
SPECIAL REQUIREMENTS:
- Must provide and utilize personal transportation in daily travel to remote sites to perform assigned duties and obtain personal injury protection insurance.
- Must have a phone within thirty (30) days of employment in this classification as employee.
- Must be available to work at various locations throughout Polk County.
- Must undergo a Level 2 (FDLE) screening submitted electronically before commencing work. Those obtaining this certification must maintain certification as a condition of employment.
Must be available to work special assignments such as shelter duty during emergency activation of special needs shelters within Polk County.
