Purpose With a focus on primary prevention, the Community Outreach Specialist assigned to the Strong Baby/Title V plans, promotes, coordinates and analyzes group and community public health interventions to decrease infant mortality and increase healthy birth outcomes. Essential FunctionsPublic Health Education
  • Maintain current knowledge of perinatal depression screening methods, best practices and recommendations.
  • Provide technical assistance to identify, develop and evaluate educational methods and programmatic materials that are appropriate for each target audience.
  • Provide health education regarding the causes and prevention of perinatal depression.
  • Coordinate Milwaukee Health Department (MHD) perinatal mental health assessment and management activities, including the development of screening tools and the utilization of related programs and educational outreach to community partners.
Coordination and Training
  • Respond to, coordinate and fulfill community requests for programmatic information, presentations, and participation at events.
  • Implement pre-identified, evidence-based programmatic guidelines and protocols within the community in a culturally competent manner.
  • Lead educational meetings, attend and present at events related to the work and those that may target low income, underinsured and marginalized residents and their families.
Community Outreach, Collaboration and Program Promotion
  • Cultivate and maintain community partners with a special focus on entities that serve individuals at highest risk for poor health outcomes.
  • Actively seek presentation sites for health education, such as childcare and healthcare service settings, public and private schools, community centers, parenting programs, housing programs and other relevant organizations.
  • Design activities to recruit individuals and organizations into MHD prevention and health promotion opportunities.
  • Oversee systems to document efforts, client participation, referrals, and follow-up.
  • Introduce best practices, pilot activities and adopt innovative approaches to recruiting and maintaining a group of community stakeholders.
  • Participate in relevant Maternal/Child Health (MCH) Learning Communities, advisory meetings and health coalitions.
  • Assist in establishing diverse and non-traditional locations to strengthen and increase programmatic reach.
  • Assist in the creation and distribution of programmatic marketing materials (e.g., flyers, fact sheets, reports and a newsletter) to targeted audiences.
  • Conduct site visitation to establish relationships and build rapport with site staff and to provide education, technical assistance and capacity building activities that enhance ongoing programmatic implementation.
Data Collection and Reporting
  • Participate in data collection, program evaluation, and event tracking for departmental, programmatic and contract reporting.
  • Coordinate data collection and maintain a database that demonstrates integration with agencies, community leaders/organizers, departmental managers and schools.
  • Provide and present data relative to those in need of services, such as targeted zip codes, day care centers, faith-based organizations, maternal/child health programs, community-based organizations, food pantries, health fairs and community events.
  • Pursue quality assurance and improvement on a continuous basis.

  • Standard work hours are 8:00 a.m.-4:45 p.m. Monday through Friday; occasional weekend and evening hours may be required.
  • Must travel between MHD and other community-based sites and/or work at multiple locations.
  • Travel outside the City of Milwaukee for job related training, presentations and conferences; occasional overnight travel may be required.
  • Must carry a mobile device during business hours.
  • Required to respond to an emergency or broad impact event.

Minimum Requirements
  • Four years of experience conducting public health training, community outreach or education.
  • Valid driver's license at time of appointment and throughout employment.
  • Availability of a properly insured automobile for use on the job at time of appointment and throughout employment. (Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.)
  • Equivalent combinations of education and experience may also be considered however, two years of the experience listed in #1 above is required and may not be substituted with education.     • Experience working with maternal/child health initiatives.
    • Ability to provide interpretation in Spanish, Hmong or another language.
    Knowledge, Skills, Abilities & Other CharacteristicsTechnical
    • Knowledge of public health promotion, including community outreach programs that target maternal/child health, specifically perinatal health and healthy birth outcomes.
    • Knowledge of the social determinants of health and how they impact maternal/child health promotion programs and goals.
    • Ability to learn current trends and best practices in community health, specifically parenting, perinatal and mental health advocacy and maternal/child health promotion initiatives.
    • Ability to read and interpret work-related documents.
    • Basic computer skills to use the Microsoft Office Suite.
    • Ability to learn database, project management and spreadsheet applications and the case management information system.
    • Ability to calculate simple statistical figures and amounts such as rates, ratios, proportions, and percentages
    • Ability to use online healthcare portals and applicable databases.
    • Ability to use recording devices and software.
    Communication and Interpersonal
    • Ability to write routine reports and business correspondence.
    • Verbal communication, presentation and training to provide programmatic promotion and outreach.
    • Ability to effectively communicate with individuals of diverse backgrounds.
    • Ability to perform cold-call outreach.
    • Ability to build and maintain collaborative working relationships with a multi-cultural and multi-disciplinary staff, the public, city officials and other outside agencies.
    • Ability to work cooperatively and effectively with coworkers and residents whose backgrounds may differ from one's own.
    • Ability to present information, speak effectively, and respond to questions from groups of internal employees, subject matter experts, and the general public.
    • Ability to provide services in a culturally sensitive manner.
    • Ability to conduct interviews and home visits in a compassionate, tactful manner.

    Current Salary The current salary range (2EN) is $56,291-$67,309 annually, and the resident incentive salary for City of Milwaukee residents is $57,979-$69,328 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
