Salary: $31.38 - $35.35 HourlyLocation : Bozeman, MTJob Type: Full-TimeJob Number: 00688Department: Court ServicesOpening Date: 11/12/2024Closing Date: ContinuousPOSITION OVERVIEW The Community Programs Coordinator position is a grant funded position in the Judge Guenther Memorial Center in the Office of Court Services. The Community Programs Coordinator is primarily responsible for managing the Assisted Outpatient Treatment (AOT) program as well as the Pretrial Intervention Via Opportunities and Treatment (PIVOT) program or other community programs as assigned. This position may be required to work non-traditional work hours to include but not limited to early mornings, evenings, and weekends. This position reports to the Director of Court Services. Other collateral duties may be assigned as determined by the Director, including training opportunities, involvement in treatment courts, drug and alcohol testing, electronic monitoring, and inventory control.Manages Assisted Outpatient Treatment (AOT) Program
  • Convene, coordinate, organize and maintain documentation of all AOT management team meetings.
  • Develops and maintains a AOT program implementation plan.
  • Maintain, update and review memorandums of understanding (MOU) with AOT community partners.
  • Develop AOT procedures for tracking and reporting on-going care.
  • Manage contracts for treatment providers
  • Develop procedures for protections consistent with the Health Insurance Portability and Accountability Act (HIPAA) concerning Protected Health Information (PHI) and Personally Identifiable Information.
  • Work with partners to help develop staff training plans for initial training programs and continued education programs.
  • Engages with local stakeholders to collaborate and coordinate behavioral health systems.
  • Convene, coordinate, organize and maintain documentation for the Steering Committee as outlined in the grant narrative.
  • Develop a sustainability plan for the program.
  • Identifies funding sources, writes grant applications, implements and manages grants, and completes mandatory reporting requirements.
  • Develop and implement a Recovery Capital Plan that addresses internal and external resources for sustained recovery.
  • Design and conduct ongoing education and outreach with diverse community partners such as judges, law enforcement, other first responders, treatment providers, and other stakeholders concerning program goals, successes and referral processes.
  • Assist to facilitate family involvement in programs to better understand and support evidence-based therapeutic practices.
  • Engage community members with lived experience to share and support the program and participants efforts.
  • Receives, deposits, and reconciles AOT monies.
  • Prepares associated fiscal reports.
  • Balances budget reports and adjusts/modifies as needed to ensure accuracy of information.
  • Tracks all expenditures and revenues/ reimbursements for a fiscally responsible outcome.
  • Responsible for coordinating and ensuring accuracy and timeliness of the claims process for Court Services.
  • Charges claims to proper accounts.
  • Compares invoices from vendors with documentation on file for appropriate vendor name and address, dollar amount, invoice numbers, dates, appropriate coding, etc. Verifies the invoice is correct by reviewing all details. Checks for errors and research discrepancies by contacting the vendor to gather additional information, checking procedures and adjusts ensure accuracy.
  • Prepares claims following the Gallatin County Auditor's Office procedures.
  • Audits budget allocations against expenditures to ensure accuracy and reliability.
  • Quarterly works with Auditing Department to assist with the audit of Court Services accounts and assets
  • Comply with all functions and requirements of funding agencies.
Justice System Planning
  • Works collaboratively with justice system stakeholders to coordinate the development of strategic work plans, policies and procedures.
  • Recommends changes and improvements to justice practices and procedures incorporating concepts of continuous quality improvement through evidence-based practices.
  • Obtains and analyzes data and information on existing justice programs.
  • Coordinates with the Criminal Justice Coordinating Council (CJCC) on critical issues.
  • Mediates differences and guides discussions between representative in the justice system and supporting stakeholders.
  • Develops program collaboration performance measures and evaluation standards for justice programs
  • Coordinates the Pretrial Intervention Via Opportunities and Treatment (PIVOT) program
  • Coordinates with the Gallatin County Attorney's Office or other prosecution agencies, the Office of the Public Defender and other private attorneys concerning referrals.
  • Maintains, reviews and updates the PIVOT program policies and procedures.
  • Conducts evidence-based assessments and provides attorneys recommended conditions of supervision focusing on criminogenic risk and needs.
  • Performs case management of PIVOT caseload to include the development of supervision strategies, monitoring of compliance and reporting of compliance or non-compliance to prosecutors.
  • Design and conduct ongoing education and outreach with diverse community partners, such as attorneys, law enforcement, treatment providers, and other stakeholders concerning program goals, successes and referral processes.
  • Queries computerized criminal history databases, Full Court Enterprise, and other law enforcement databases to determine defendant's requirements.
  • Perform grant writing and grant management services as needed for Court Services programs.
  • Participates in effective team meetings where information is shared and discussed to develop Office strategies and ideas for improvement.
  • Performs alcohol and other drug testing. Understands the chemistry behind drug testing to testify in court concerning testing processes, program requirements and the concepts supporting testing and testing equipment. Maintain data on alcohol and other drug testing requirements. The Court Services Technician must be able to respond to crisis situations where immediate actions without direction from immediate supervisor may lead to life saving circumstances.
  • Must understand and be able to employ statutory guidelines, case law and evidenced based practices.
  • Attends/testifies in court and before administrative bodies.
  • Maintains physical case files, creates, and updates files in data management software.
  • Performs monitoring, ordering supplies and care of electronic monitoring equipment used by defendants assigned to Court Services.
  • This position assists other team members as needed.
Other Duties as AssignedPerforms a variety of other duties as assigned by the Director of Court Services to include attending meetings, conferences, and workshops. Coordinates with other departments and Officers within the office. Perform trainings and contribute to office trainings, or other trainings as deemed necessary. If the County Commission proclaims a local emergency due natural disaster, other disasters that are not natural as well as a pandemic, just to name a few, this position may be considered essential and will be required to work during these emergencies. QUALIFICATIONS This position requires basic knowledge of the mental health services and treatment modalities, the court system, interviewing techniques, and caseload, supervision. Knowledge of grants writing and reporting, community referral resources and evidence-based practices would be beneficial. Duties for this position include coordinating programs, organizing and managing effective teams, general interview techniques, and case management. This position should have the knowledge of the criminal justice system at the local and state level including laws, regulations, and the court systems. The position requires the ability to maintain positive working relationships with colleagues in the treatment and criminal justice systems and the general public; ability to make excellent judgments; have knowledge of mental health issues and addictions; excellent communication skills are a must; position must have the knowledge and ability to handle sensitive and confidential information; maintain accurate records both for cases and financial accounts and the ability to operate basic office machines (phones, fax, copier, etc.). EDUCATION & EXPERIENCE The knowledge, skills, and abilities are typically acquired through a combination of education and experience in the mental health and/or criminal justice system. 5+ years project management and 3+ years' experience with federal grants.
