Job Description:
Under general supervision, learns to perform a full range of entry-level to high-level administrative, technical, investigative, and specialty work in support of the Police Department's Traffic Division. Responsibilities include but are not limited to planning and coordinating the day-to-day operations, activities, and special projects/assignments of Community Services, compliance operations related to State, and local ordinances and laws, and overseeing community outreach program services related to various community services in support of assigned divisions. Incumbents perform a variety of complex and responsible administrative support and project management; may work overtime, standby, during weekends, holidays, shifts, and call-back assignments; may work events and may perform other related duties as required and as assigned by the Traffic Division Supervisor, or designee.The Community Services Official performs routine, non-sworn, public safety field and administrative functions related to public/community safety activities and programs, including but not limited to organizing and conducting community public safety events and programs, community policing information centers, identifying community needs and providing education at resources for related topics, performing non-sworn, non-enforcement duties as assigned, assisting the City's emergency operations center as needed; making citizen contact, promoting positive public relations for the City, writing incident documentation, and performing other related work as assigned.The Community Services Official I is the entry-level class in the Community Services Official series that allows the incumbent to develop advanced journey level knowledge and abilities supporting the Police Department's Community Services functions. Initially, incumbents perform routine duties under immediate supervision while learning the City policies and procedures. As experience is gained, there is greater independence of action within established guidelines, and incumbents are assigned to more complex tasks.Knowledge of techniques, principles, and procedures for planning, scheduling, assigning, evaluating, and monitoring daily activities and operations of community services, activities, and public safety fieldwork; reports to the Traffic Supervisor or assigned department head.Participates in various law enforcement activities, including appearing in court for criminal and civil matters.Operates department computer equipment to review records, inquire about activities and programs, and input data.Enforces violations of City Code and State law related to parking.Responds to traffic-related and mission-specific calls for services designated by supervisor.Assists with traffic control efforts throughout the City to assist sworn police personnel.Assists with traffic control efforts during tactical and EOD events.Responds to assist Midland Fire Department with traffic control efforts on related fire calls for services.Assists with traffic control escorts throughout the City.Assists MPD Commercial Vehicle Enforcement personnel with oversized load escorts and CVE inspections.Works irregular hours, including weekends, holidays, and extended hours in emergencies, disasters, or other situations influenced by workload, staffing, or equipment-related repair problems. Must be able to communicate clearly under what, at times, could be highly stressful situations. Interacts and works with citizens regarding existing and potential law enforcement and crime prevention concerns and responds to requests and inquiries from the general public. Performs other duties as assigned.The following are minimal qualifications necessary for entry into the classification.Any combination of education and experience that has provided the knowledge, skills, and ability necessary for a Community Services Official.Six months of administrative and technical experience preferred and a high school diploma or equivalent. Specialized coursework in public administration, public safety, or a related field is highly desirable.Knowledge of Administrative Directives of the City of Midland and the Police Department, including MPD General Orders.Knowledge of pertinent State and local laws, codes, regulations, interprets and applies as necessary.Knowledge of technical aspects of crime prevention and law enforcement, including investigation and identification, patrol, traffic control, records management, and care of custody of property.Knowledge of the geography of the City and its surrounding vicinity.Knowledge of operational characteristics, services, and activities of the patrol program.Skill in communicating clearly and concisely, both orally and in writing.Skill to plan, organize, and manage time effectively.Skill to resolve a variety of situations.Knowledge of law enforcement and criminal justice system principles.Knowledge of standard office procedures, practices, and equipment, including a computer and applicable software, basic principles of mathematics methods, and techniques for record-keeping, report preparation, and writing.Learn Texas statutory law as it pertains to incidents commonly documented and or encountered by Community Services Officials.License, Certificates, ConditionsHigh school diploma or equivalent.College-level coursework in criminal justice, police science, or public safety is preferred.Possession of a valid Class C Texas Driver's License is required and must be maintained during employment.Successful completion of First Aid and CPR certification courses within six (6) months of employment.Must pass pre-employment criminal records check and drug screening.#J-18808-Ljbffr
