Minimum Qualifications of Education and Experience:
* Must be enrolled in an Associates or Bachelor's Law Enforcement or Criminal Justice program by employment start date.
* Must possess a valid driver's license and be able to drive in the state of Minnesota.
Nature of Work:
Under direct supervision of the Community Resource Coordinator, the Community Service Officer provides a wide variety of support services to the police and/or fire divisions, including responding to non-criminal and minor criminal calls for service; enforcing parking regulations; responding to housing complaints; conducting routine housing inspections; providing non-firefighting support at fire scenes; delivering vehicles, messages, and parcels within and outside the city; responding to complaints concerning animal problems or violations of animal control ordinances; investigating violations of animal control; and performing other duties as needed.

* Operates vehicles ranging in size from automobiles to fire apparatus.
* Communicates by radio and telephone.
* Enforces parking regulations.
* Investigates housing/property complaints.
* Meets, questions, and takes reports from the public.
* Properly classifies types, enters, and files/scans reports.
* Responds to requests for information from other City employees and the public.
* Delivers paperwork, supplies, and other items to private and public entities inside and outside the city.
* Enters, analyzes, and retrieves data and reports from any or all City supported software.
* Ensures sick/diseased animals are quarantined.
* Performs animal caretaking tasks at the City Farm as directed.
* Notifies veterinarian of problems with animals outside of regularly scheduled visits.
* Responds to complaints concerning animal problems or violations of animal control ordinances, including, but not limited to: animals running at large, bites, property damage or injuries.
* Removes dead, injured, or dangerous animals from streets and residential premises.
* Investigates violations of animal control ordinances and issues warnings or citations as required.
* Appears in court to testify regarding animal control cases.
* Serves various criminal or civil notices or papers related to enforcement of animal control ordinances.
* Captures stray animals and transports them to animal shelter.
* Maintains and operates specialized equipment.
* Prepares, schedules, and delivers training on various topics.
* Provides support services at major public safety incidents.
* Serves as a City of Mankato Reserve Police Officer.
* Prepares, designs, and delivers public education presentations and materials.

* Externally - General public, businesses, Blue Earth County or other regional Sheriff's Departments, North Mankato, St. Peter, and other local Police Departments in Blue Earth County and MN State Patrol.

* Must successfully complete a background investigation, physical examination, drug test, and fingerprinting.
* Must maintain enrollment in an Associate's Degree or Bachelor's Degree Law Enforcement or Criminal Justice Program to remain eligible for a Part-Time Community Services Officer position.
* Upon completion of law enforcement or criminal justice degree, community service officers' employment will end six (6) months from degree graduation date.
* Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
* Must comply with organizational and departmental policies.
* Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
Typical working hours for this position are presently Monday through Friday from 1:00-5:00 p.m. or from 5:00-10:00 p.m.; or Weekends Friday - Sunday with a variety of shifts between 10:00am - 3:00am; however, hours may be adjusted to meet departmental needs, including evenings, late night, weekends and holidays.
