Utilizing a client-focused approach with an advanced knowledge of federal regulations and standards, this position supports the federal, state, and local grant and contract compliance process and assists in the data analysis and summarization of observations on complex projects in accomplishment of client goals and objectives.

JOB DESCRIPTION

This position supports Milligans work under the Redevelopment Assistance Capital Program(RACP). RACP is the Commonwealth of Pennsylvanias grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects. The Compliance Analyst will primarily be responsible for supporting the team and supervising junior staff on assignments involving data auditing and creation of detailed finding(s) reports on multiple projects to ensure proper oversight of monies awarded as part of RACP. The Compliance Analyst will also contribute to reports and technical memoranda; prepare and review deliverables for assigned tasks to ensure completion and accuracy; assist in the development of program and training content in alignment with client policy and guidance; participate in conference calls, meetings, and conferences as needed; and other responsibilities to ensure successful execution of all work assignments.

KEY RESPONSIBILITIES

? Capacity to evaluate compliance of grant-funded economic development projects and prepare detailed reports of project status and compliance.

? Ability to analyze construction progress, project financing, and cash flow for each project; address financial issues timely; escalate to senior leadership and client as appropriate.

? Apply problem solving and analytic skills and translate them into recommendations for our client(s).

? Prepares, reviews, and presents final project reports that demonstrate a robust attention to detail, a clear and innovative approach to data presentation, accurate technical findings and sound business recommendations for clients.

? Collaborates effectively with all project partners, including staff, clients, government agencies and firm leadership in a manner that resolves issues and problems innovatively and promotes a nurturing relationship.

? Capable of organizing, conducting, and documenting meetings with agency executives in an efficient manner.

? Ability to verbally communicate the result of analysis performed in a direct and concise manner to all levels of management.

? Participate in the management of the project by monitoring work progress, addressing potential issues, or providing support in other areas, as assigned by leadership.

? Provide direction and training to others on assigned projects and share advanced technical knowledge through formal programs and workshops.

? Delegate and supervise the work of other project staff to ensure timely completion and accuracy; act as project leader on less complex and smaller size projects.

CORE COMPETENCIES

? Possess understanding of basic construction timeline and tasks, including environmental requirements and permitting/approval requirements.

? Ability to read construction CPM schedules, construction contracts, design-build agreements, and joint venture agreements.

? Familiar with providing financial and administrative advice and support services to designated program staff, awardees, recipients, and contractors. Economic development grants are preferred.

? Ability to manage competing priorities in a fast-paced environment.

? Strong problem-solving, analytic, project management, and decision-making skills.

? Excellent written and verbal presentation and negotiation skills.

? Robust attention to detail and accountability to drive and deliver exceptional results.

POSITION REQUIRMENTS

? Bachelors degree in Business Administration, Finance, City Planning, Public Administration, Construction Management, or related field is required; additional coursework in accounting, financial planning/principals desired.

? At least five years of full-time work experience including grant compliance and capital project planning, financing and budgeting is required.

? Minimum of two years experience supervising and leading staff.

? Experience with the PA Redevelopment Assistance Capital Program (RACP) strongly preferred.

? Ability to critically read/audit large amounts of information, summarize it and make clear and concise recommendations for action.

? Ability to work 2 days per week in our Philadelphia office during training period and remotely in a fast-paced environment, meeting stringent project deadlines.

? Approximately 5 percent travel is required within Philadelphia and other parts of Pennsylvania (day trips that will require a drivers license).
