Job Description:

Planned Parenthood Northern California (PPNorCal) is seeking a Compliance Manager in our administration offices. This role is full-time, 40 hours per week. SUMMARY:

The Compliance Manager will be responsible for supporting the compliance, risk management, risk mitigation, and patient privacy programs, including monitoring and auditing internal business functions, in order to ensure adherence with all applicable laws and regulations, Planned Parenthood accreditation standards, and other internal policies and procedures.

The Compliance Manager will lead the Risk and Quality Management Team, act as the Agency's HIPAA Privacy Manager, and help to promote a culture of compliance by demonstrating the highest standards of ethics, integrity, and responsibility. The Compliance Manager reports to the General Counsel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

COMPLIANCE:

* Ensure compliance with the 7 (seven) elements of a highly effective compliance program, including development and maintenance of policies and procedures, the creation of an annual compliance report, and quarterly/annual work plans.

* Ensure proper reporting of compliance violations to internal stakeholders as well as to appropriate enforcement agencies, or as required by law.

* Oversee operation of the Compliance Hotline and review, evaluate, and investigate compliance-related complaints, issues, or concerns in partnership with the Vice President of Human Resources as required.

* Thoroughly document all Corporate Compliance Program activities, including detailed records of investigations and outcomes.

* Ensure follow-through on the results of monitoring and auditing activities, including but not limited to conducting further investigations and implementing corrective actions as necessary or as required by law, in collaboration with the Senior Director of Legal and Compliance and Human Resources.

* Provide a report to the Board of Directors regarding the Compliance Program, including any material violations of policy and the subsequent corrective actions.

* Proactively communicate with leaders about compliance information, policies and procedures and act as an information resource and liaison as needed.

* Collaborate with the Finance Department to ensure compliance with the Agency's Asset Protection Program.

* Attend healthcare compliance related meetings and events and make updates to the compliance program as needed.

* Serves as primary lead or facilitates all PPNorCal audits, including the coding audit and Accreditation.

* Oversee and manage 340B audit and program compliance.

* Role-model and provide leadership regarding the implementation of PPNorCal's ongoing Diversity, Equity, and Inclusion (DEI) initiative.

PATIENT PRIVACY PROGRAM:

* Act as PPNorCal's HIPAA Privacy Manager in partnership with the HIPAA Compliance Officer.

* Develop, maintain, and train on HIPAA Privacy Policies and Procedures to ensure staff compliance with current federal and state laws and regulations, as well as to measure the performance and quality of PPNorCal's privacy program.

* Ensure retention of records and documents as required by law.

* Develop content for all required staff trainings related to patient and staff privacy and other compliance areas.

* Collaborate with all key internal stakeholders to ensure staff compliance with policies and procedures related to Patient Privacy.

* Receive, document, investigate, and respond to complaints about privacy practices.

* Report privacy breaches to California Department of Public Health (CDPH) and/or the United States Department of Health and Human Services (HHS) Office for Civil Rights (OCR) as appropriate.

* Collaborate with Human Resources to ensure appropriate employee corrective action.

* Assess the need for and maintain Business Associate Agreements and Non-Disclosure Agreements.

* Conduct annual Business Associate Agreements audit.

* Respond to patient inquiries about Notice of Health Information Privacy Practices and assist with requests for an Accounting of Disclosures, requests to amend records, and/or other requests as needed.

* Ensure research protocols and related privacy requirements are followed via auditing, monitoring activities, and provide related support.

RISK AND QUALITY MANAGEMENT:

* Head the Agency's Risk and Quality Management (RQM) Team.

* Create agenda and chair quarterly Risk and Quality Management Team meetings.

* Responsible for annual RQM report to the CEO and Board of Directors.

* Ensure that each department conducts an annual risk assessment and department work plan.

* Monitor progress and high-risk areas of RQM plan.

* Ensure that RQM work plan and activities satisfy RQM compliance and PPFA accreditation standards.

* Serve as primary point person for contact with patients regarding incidents that have elevated risk.

EDUCATION and EXPERIENCE:

Bachelor's Degree required. Bachelor's degree in a related field preferred, although a degree in an unrelated field will be accepted depending upon work experience. Five plus years of experience with healthcare compliance, risk management, quality management, and privacy program management required.

REQUIRED SKILLS, ABILITIES, QUALIFICATIONS:

* Demonstrated leadership and familiarity with operational, financial, clinical quality. assurance, human resource policies, procedures, and regulations.

* Exceptional analytical skills.

* Exceptional written, verbal, and interpersonal communication skills.

* Experience communicating effectively within a highly complex, diverse, and rigorous compliance environment.

* Ability to maintain strict confidentiality.

* Excellent organizational and documentation skills required.

* Prior experience in conducting HIPAA investigations required.

* Available to travel amongst health centers, as necessary.

SUPERVISORY RESPONSIBILITIES:

This position supervises the PPNorCal Affiliate Risk and Management Team and oversees all compliance-related activities across PPNorCal facilities, health centers, and departments.

CERTIFICATES, LICENSES, REGISTRATIONS:

* CHC (Certified in Healthcare Compliance) certified, or willing to obtain certification within six months of hire. Maintain biannual certification.

* CHPC (Certified in Healthcare Privacy Compliance) certified, or willing to obtain certification within six months of hire. Maintain biannual certification.

COMPUTER SKILLS:

Microsoft Word, Excel, Outlook, EHR & EPM systems.

PROTECTED HEALTH INFORMATION (PHI) ACCESS:

Only as necessary and for the limited purposes of treatment and/or health care operations.

Pay Range: Planned Parenthood Northern California (PPNorCal) supports California's new law (SB 1162) enhancing pay transparency. This new law requires employers with 15 or more employees to include a pay range in job postings. The pay range reflects the compensation that a new employee can expect to receive if offered employment. Employees with more experience, education, and other qualifying factors may be compensated at a higher rate of pay. The pay range for this position is: $94,600 - $$114,500 annually.
