Position Overview: The Compliance Manager oversees policies and standards to ensure Sierra Health Foundation and The Center follow all ethical and legal requirements. The Compliance Manager will ensure that Sierra Health Foundation and The Center follow the relevant laws, regulations, and standards for our business activities. The Compliance Manager will perform audits, develop procedures, and assess potential risks. They will champion the legal and ethical integrity of the organization by enforcing our policies and standards. Highly Desirable ExperienceThe Center is an intermediary between government and philanthropic funders and the organizations who receive those funds. The ideal candidate has comparable experience with:
  • Multi-million-dollar government and philanthropic funding contracts, comprehending and communicating all compliance and contractual requirements.
  • Developing and managing the compliance program for hundreds of sub-recipients receiving pass-through funds.
  • Federal Uniform Guidance 2 CFR 200, thorough understanding of and monitoring adherence to these regulations.
  • Compliance monitoring for hundreds of sub-recipients including desk audits, reviewing financial reports for allowable and unallowable costs, and addressing non-compliance issues.
  • Compliance training, developed and delivered to both internal staff and external sub-recipients.
  • Developing and documenting a comprehensive compliance program for the intermediary funding model.
Essential Duties and Responsibilities
  • Contributes to maintaining the integrity of the organization; displays high standards of ethical conduct and understands the impact of violating these standards.
  • Provide subject matter expertise on all issues related to compliance management.
  • Manage compliance requirements for many large federal, state, and local government contracts and grants.
  • Develop and implement policies and procedures to ensure compliance with laws and regulations
  • Liaison with department heads to ensure all business operations are in line with business policies.
  • Assists in monitoring subcontractors, sub-recipients, independent contractors, and grantees' compliance with Foundation and Center policies and applicable law.
  • Establish metrics and key performance indicators to evaluate the effectiveness of the compliance program. Communicate compliance performance to key stakeholders.
  • Assists in managing non-compliance issues from investigation to communication and resolution.
  • Develop programs and training to ensure employees follow compliance rules and regulations.
  • Review efficacy of desk audits or reviews, developing procedure to assesspotential risks of sub-recipient's non-compliance.
  • Conduct quarterly and annual internal reviews to investigate compliance issues.
  • Develop risk mitigation strategies.
  • Work with leadership to address ethical violations or compliance issues, report findings, and propose solutions.
  • Perform other duties and special projects as assigned.
Supervisory Responsibilities This position may supervise lower-level compliance staff.   • Bachelor's degree: advanced degree preferred with 5+ years of experience in the legal, regulatory or compliance field.
  • Knowledge of the Federal Acquisition Regulation (FAR) and other US government procurement regulations.
  • Deep understanding of risk and control concepts related to business.
  • 2CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and grant administration experience is a plus.
  • Strong analysis and administration capability; effective interpersonal skills, sound decision-making, and ability to successfully prioritize conflicting demands.
  • Previous experience working in or with philanthropy or the public sector in a compliance role is a plus.
Language Skills
  • Excellent oral and written communication skills, including public speaking, presentation, and group facilitation skills.
  • Ability to effectively articulate risks and mitigation proposals and link common themes to stakeholders at various levels of the organization.
  • Ability to read, analyze, and interpret policies, laws, and regulations.
  • Ability to read and interpret standard financial reports and legal documents.
  • Ability to effectively present information to top management, public groups, and/or Board of Directors.
Computer SkillsMust be proficient in Windows, Microsoft Office, Outlook, database software, online meeting software and internet use. Experience with Salesforce CRM and contract life cycle management software (e.g., Conga, Coupa, Ariba) is highly desirable.Other Skills and Abilities

Sierra Health Foundation currently operates on a hybrid work schedule with core in-office days of Tuesdays, Wednesdays, and Thursdays, and optional teleworking days on Mondays and Fridays.CompensationSierra Health Foundation offers a competitive salary and benefits package. The hiring range for this position is $112,300.00 - $135,000.00. As part of the Foundation's commitment to compensation equality and transparency.
