POSITION SUMMARY

The Compliance Manager is responsible for overseeing STRC's Anti-Money Laundering (AML) Compliance program, ensuring adherence to all applicable laws and regulations. This role protects the casino's credibility by maintaining safe and ethical gaming practices, identifying areas of noncompliance, and developing improvement plans in coordination with management.

ESSENTIAL DUTIES AND RESPONSIBILITIES The following statements are intended as general illustrations of the work in this job class and are not all-inclusive for specific positions.

Compliance Oversight

* Administer the casino's anti-money laundering program, ensuring compliance with Title 31 CFR Chapter X

* Oversee timely and accurate filing of currency transaction reports (CTRs) and suspicious activity reports (SARs)

* Develop, implement, and conduct organization-wide AML policies and procedures

* Monitor and investigate suspicious activities

* Conduct compliance testing and self-assessments

Regulatory Liaison

* Act as liaison between casino management, internal/external regulators, and law enforcement

* Coordinate meetings between Gaming Commission and casino leadership to ensure effective interpretation and compliance with Internal Controls

Policy and Procedure Management

* Develop and implement changes to Internal Controls as needed

* Review and update Responsible Gambling Policies and Procedures

* Conduct due diligence for reinstatement requests from self-barred patrons

Training and Education

* Develop and conduct AML and Title 31 compliance training for all required personnel

* Demonstrate ability to train others and speak to large audiences

Auditing and Reporting

* Organize and conduct Title 31 Committee meetings, reporting minutes to the CFO.

* Conduct audits to identify noncompliance situations or potential risks

* Review internal and external audit reports and assist departments with management responses

* Annually review the AML program and recommend enhancements

Addition Duties

* May be responsible for performing duties of Manager on Duty (MOD)

* Perform other duties as assigned.

JOB QUALIFICATIONS

* Must be at least 21 years of age.

* College Degree in Accounting, Finance, Business Administration, or related.

* Combination of education and related experience may be considered in lieu of degree requirement.

* 5+ years of experience in a Tribal Gaming Facility, preferably in WA State.

* Gaming, legal, hospitality, banking and/or audit experience preferred.

* Demonstrated knowledge of BSA, AML and Patriot Act as well as CTR, SAR reporting.

* Medium proficiency with Microsoft Office Suite including PowerPoint, Excel, Word, and Outlook.

* Demonstrated ability to train others and to speak to large audiences.

* Excellent time management and organizational skills.

* Detail oriented.

* Critical thinking and ability to maintain strict confidentiality.

* Excellent written and verbal communication skills.

* Proficiency with 10-key.

* Excellent math skills.

* Unquestionable integrity and work ethics.

WORK ENVIRONMENT and PHYSICAL REQUIREMENTS

The work environment characteristics described here are representative of those a team member encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

* Primarily works in office environment but duties include all casino facilities, especially the Cage, Slots, and IT, where the incumbent may experience moderate noise and secondary

* Must be able to sit for extended periods of time.

* Must be able to stand and walk for extended periods of time.

* May be required to lift and carry up to 50 pounds when transporting equipment or materials.

REGULATORY AND COMPLIANCE RESPONSIBILITIES

In addition to the other duties described herein, each team member has the following responsibilities related to compliance with laws and regulations:

* Employment is contingent on receiving and maintaining adequate licensing, including any required gaming license.

* Attend required training sessions offered by the Spokane Tribe Resort & Casino.

* Perform the duties described in compliance with local laws and regulations.

* Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the Casino.

* Take the necessary steps to ensure minors are not encouraged or permitted to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco products.

* Refer to the Internal Control System and Policy Manuals for guidance.

* Take the appropriate steps to report exceptions, fraud, acts of wrongdoing, and potential violations of regulations or internal controls to the appropriate levels of management.

* Uphold high standards of ethical behavior and uphold a high level of confidentiality.

* Demonstrate an understanding of the impacts of problem gambling and have knowledge of the Casino's programs to address problem gambling.
