POSITION SUMMARYUnder the direction of the Compliance Manager, The Compliance Officer is responsible for management and oversight of the Tribe's compliance program. This position will oversee development, implementation, and maintenance of the Tribe's compliance program including all compliance requirements in accordance with Tribal policies and all applicable Federal and State laws.The Compliance Officer will be professional, highly analytical, and possess excellent written and verbal communication skills. This position's duties will include auditing the Tribe for compliance with applicable policies, reporting policy violations to Tribal leadership, developing Tribal compliance policies, and responding to policy violations.This position will report to the Compliance Manager regarding day-to-day operations and will also have direct access to the Legal Department, Chairperson and Compliance Committee for any compliance related recommendations, incidents or reporting needs.ESSENTIAL FUNCTIONS
Assist in the implementation and management of an effective legal compliance program. Prepare and distribute statements and reports to management and appropriate committees. Review, develop, and implement appropriate policies and procedures for the Compliance program. Review Tribal policies for compliance with applicable laws and regulations. Audit Tribal departments for compliance with applicable policies, laws, and regulations. Audit Tribal contracts, licenses, and permits for compliance with applicable policies, laws, and regulations. Manage effective remedial action plans in response to audit discoveries and compliance violations with department management, who will create and implement such plans. Advise Tribal leadership on the Tribe's compliance with policies, laws, and regulations. Regularly monitor Tribal departments, procedures, practices, and documents to identify possible weaknesses or risk. Manage, coordinate, and lead Compliance workplan projects in collaboration with Tribal departments management and employees. Help develop, coordinate, and lead the compliance training program in collaboration with leadership and management. Oversee acquisition and delivery of initial and ongoing compliance training programs for current and new employees of the Tribe and/or Tribal Business Associates. Maintain a regulatory resource of compliance materials, including the most current regulations, interpretations, supervisory agency periodicals and examination handbooks, training materials, and current in-house manuals. Coordinate distribution of compliance information/issues to appropriate parties including management and senior staff. Resolve employee concerns about legal compliance. Other duties as assigned.MINIMUM QUALIFICATIONS Bachelor's degree or higher in legal studies, finance, human resources, business management or a similar field with two (2) years of compliance related work experience; or Associate degree with four (4) years of compliance related work experience Certified Compliance & Ethics Professional (CCEP) or ability to obtain certification within one (1) year of hire. Certified in Healthcare Compliance (CHC) or ability to obtain certification within one (1) year of hire. Strong knowledge of compliance standards and policies, federal laws, audit techniques, regulatory issues, operations, and procedures as they relate to the SSBMI Tribe. Excellent oral and written communication skills and the ability to clearly communicate priorities and expectations in a positive manner. Highly analytical with strong attention to detail. Commitment to the highest standards of compliance and ethics. Must have valid, unrestricted California Driver's license and personal vehicle insurance.PREFERRED QUALIFICATIONS Experience working for a Tribal government is preferred.NATIVE PREFERENCEPreference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.
