Role: Compliance & CRA Officer
Reporting to: Risk Director
Location: Fayetteville, Arkansas
Salary: $90,000 - $100,000 (+ bonus)
Role: The Compliance and CRA Officer will supervise the overall management of the Bank's Compliance and CRA programs by researching, interpreting, and assisting with applying laws and regulations. This person will provide consultative advice, perform oversight activities, and assume responsibility for mitigating and discouraging actions that may expose the company or its affiliates to risk. Knowledge of Deposit & Lending regulations is a must for the role, as you will be the person best placed to support the Banking departments with queries too.
Responsibilities:
- Develop and maintain comprehensive written policies, operational procedures, and internal control functions relating to compliance and CRA areas.
- Complete annual reviews and re-approval processes of policies, procedures, and internal control functions at the Audit Committee level.
- Develop effective training programs to provide ongoing training relating to compliance and CRA issues.
- Oversee monthly training sessions for bank employees and officers, ongoing training for Board Directors, and recommend annual curriculums for online BAI employee training programs.
- Report all compliance issues to the Senior Manager Group on a monthly and quarterly basis.
- Internal Compliance Committee meetings.
- Lead the Compliance Committee in discussions about emerging compliance matters, reporting and monitoring efforts.
- Set agenda items for regular committee meetings and document meeting minutes.
- Prepare reports and present compliance and CRA matters to Compliance Committee and Board of Directors.
- Maintain the bank wide Compliance Management Program
- Attend compliance & regulatory seminars; Stay abreast of emerging compliance issues, new or proposed regulations, and changes to existing regulations.
- Audit areas that have demonstrated a compliance weakness to ensure remediation efforts are effective.
- Function as a liaison with regulatory examiners and/or external auditors relative to periodic compliance audits and examinations.
- Assist senior management in prompt remedial actions to address negative findings resulting from compliance audits and regulatory examinations.
- Maintain a current action item report with new audit and examination findings.
- Support the AML/CFT, BSA Team
- Assist in the administration of the management of controls for the automated BSA and Fraud Management systems.
- Support the BSA Officer and analysts during complex or sensitive investigations.
- As CRA Officer:
- Manage and monitor the banks community lending programs to ensure community delineations are appropriate and the bank is meeting the credit needs of its whole community in a fair and equal manner.
- Maintain records regarding the receipt of all former customer complaints, and in conjunction with senior management derive prompt responsive action plans.
- Manage the banks Pre-Funding Review functions:
- Review loan documents for documentation flaws and regulatory compliance prior to loan closing.
- Review HMDA related loan transactions and ensure prompt and accurate upkeep to the banks HMDA LAR.
- Submit HMDA LAR according to appropriate calendar deadlines.
- Manage the banks credit reporting operations
- Ensure accurate reporting to credit reporting agencies
- Monitor and respond to any credit reporting disputes
- As a manager:
- Participate as a member of the banks Senior Management Group.
- Provide on-going input regarding both strategic and daily operational decisions.
- Present compliance risk guidance to the Board of Directors and Senior Management regarding new product development and implementation.
- Act as Identity Theft Officer and Customer Information Security Officer:
- Act as S.A.F.E. Act Officer and ensure the proper licensing of the institution and all eligible lending officers on an annual basis.
- Maintain and administer Identity Theft Program.
- Ensure all staff and customers are trained on issues relating to identity theft.
- Maintain a working knowledge of state and federal laws and determine how laws affect bank policy, procedures, and practices.
- Comply with company policies and procedures.
Requirements:
- A Bachelors degree in Banking, Finance, Accounting, Business, Law, or equivalent years of experience preferred.
- 5+ years experience in a Bank Compliance position is desired.
- Experience with Banking Deposit & Lending regulations is a must.
- Previous experience with Regulatory Examinations and Audits is preferred.
