Under leadership of HAI's Chief Operating Officer, the compliance officer is responsible for ensuring HAI observes applicable laws, rules, and regulations. HAI operates in an ever-changing regulatory environment and is constantly seeking opportunities to expand its donor portfolio. The compliance officer is responsible for closely monitoring changes in legal standards applicable to HAI awards and understanding the local legal framework on HAI's country offices and US programs in order to advise on decision making and inform HAI's policies and procedures to ensure they are aligned with the applicable requirements. Essential Functions: Duties & Responsibilities Ensure compliance with applicable laws, rules, and regulations are maintained in organizational policies and procedures, including procurement policies, compliance standards for program management, sub-award management processes, review of start-up and close-out procedures and other initiatives; Advises on compliance reviews/audits of HQ, US and field office policies, procedures and functions; Conducts regular intra-departmental check-ins with relevant staff to monitor internal controls and ensure compliance; Implements and leads on a subawards working group that includes representatives of all country offices, US programs, and HQ functions, as applicable; Maintains procurement and subawards files, auditing them twice a year to ensure completeness and compliance with HAI policies and donor requirements; Reports subawards through the FFATA system; Develops and revises HAI templates for independent contractor agreements, MOUs, teaming agreements, pre-teaming agreements and other legal mechanisms as needed; Ensures all HAI-related offices registrations are active and in compliance with local laws; Supports the development of new policies and procedures as needed; Develops and oversees signatory matrix(es); Proposes system solutions for compliance and other operational needs; Other duties as assigned. Supervisory Responsibilities: None. Education and Experience: Minimum of 3 years of experience working with U.S. Government funded projects. Experience working with other bilateral donors is a plus. Bachelors degree in relevant field or an additional 3 years of experience. Fluency in English and at least one of HAI's working languages, i.e. Spanish, French, Arabic, and/or Kurdish. Knowledge/Skills/Abilities (K/S/A): Ability to work independently in a start-up environment; Ability to work with teams from different cultures and backgrounds; Strong collaboration skills; Self-starter; Problem-solver; Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance International. Work Arrangement: This role is eligible for a remote work arrangement. Work Environment: HAI has a dynamic and collaborative work environment. Physical Demands: While performing the duties of this job, the employee is regularly required to talk and hear. The employee is regularly required to sit, stand and walk.
