COMPLIANCE PROGRAM COORDINATOR

CLASSIFICATION TITLE: COMPLIANCE PROGRAM COORDINATOR

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform duties related to coordinating, monitoring, and providing administrative services for the Mentor-Protege Program (MPP) and Small Local Business Enterprise (SLBE) Program and developing opportunities in County procurement for Capital Improvement Projects (CIP) and SLBE) Projects. Incumbent reports to the Contracts Compliance Manager.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

SPECIFIC TO CONTRACT COMPLIANCE DIVISION

Reports to the Contract Compliance Manager and provides general administrative services for the MPP program and diversity programs as assigned. Develop and publish marketing materials for all vendor programs. Conduct outreach and mail campaigns for Mentors and Protgs. Distribute program marketing information to key stakeholders and the business community.

Review and approve recommended Protg Cohort. Identify and provide a list of Contractors meeting County Pre-qualification requirements. Modify and approve MPP Correspondence. Provide and schedule facilities for conducting Training and Support Services.

Review semi-annual and annual reports. Mediate any issues reported between Mentor and Protg firms. Participate in Outreach, Project Meetings, and Periodic Progress Meetings.

Assists in monitoring the mentor and protg participants of MPP projects to ensure compliance with County policies and procedures. Assists in analyzing monthly reporting documents from mentors. Plans and coordinates mentor-protg, SLBE and other workshops.

Monitor Mentor-Protege Development Plans to assist Small Local Business Enterprise SLBE proteges in obtaining established goals.

Attends outreach events including and involving the SLBE and contractor community and organizations. Prepares presentations for various groups with clear and understandable information according to the audience event.

Conducts one-on-one business coaching meetings with SLBE interested in MPP to help owners understand how to do business on large construction projects. Assists Contract Compliance Manager with day-to-day tasks and projects.

Assist SLBE firms with SLBE Certification Process. Conduct one-on-one follow-ups with mentors and proteges. Tracking and reporting of mentor-protege results.

Serving as an advocate for SLBE vendors throughout the course of construction projects, providing support and resources to be successful and grow their businesses. Assist with Small Local Business Enterprise Program.

Assists with the administration and compliance of capital improvement projects and the Small Local Business Enterprise. Under the direction of the Manager, communicates with user departments regarding upcoming bids and proposals and communicates with certified SLBEs regarding opportunities. Assist with monitoring participation of SLBEs on projects and compiling reports to Manager and Chief Procurement Officer. Assists SLBE participants seeking contract opportunities with Clayton County; reviews business background to recommend effective approaches; sends emails, initiates phone calls and attends outreach events to encourage registration and certification to receive bid information and opportunities.

Responsible for the oversight of design and construction of capital projects, including renovations, expansions, new facilities, and infrastructure, as well as landscape projects. Responsible for compliance of specific SLBE project goals.

Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation, including spreadsheets, Key Performance Indicator Reports (KPI), Monthly Certification Tracking Report bid documents; reviews, completes, processes, forwards or retains as appropriate.

Monitors contracts and subcontractor utilization reports and verifies the accuracy of utilization.

Compiles reports on monthly contracting activities regarding SLBEs and CIPs for review by the Manager. Compiles reports on SLBE certified vendors and program activities. Conducts routine monitoring and review of files, policies, procedures and process assessments; and prepare monitoring reports of SLBE projects.

Manages and maintains Contract Compliance system. Enters and updates certified vendor information within the compliance system. Enter, maintain, process and review subcontractor information, payment reports on contracts for compliance within the Contract Compliance system.

Attend pre-bid and pre-proposal conferences to explain SLBE program goals and requirements, outlines specific documentation and submission methods required; and attends information sessions to explain certification process, monitoring, vendor outreach, and online registration for certification. Participates on proposal evaluation committees. May also attend conferences for Capital Improvements Projects, Roadway and Annual Contracts as assigned.

Perform various administrative duties in support of department operations as needed.

Operate a computer to conduct research, enter, retrieve, review, or modify data; utilizes, reviews, and creates a variety of original correspondence and spreadsheets; reads, reviews, and applies resolutions, ordinances, etc., to various issues and concerns; reviews, uses, and creates access, databases; prepares PowerPoint presentations; provides internet page content and web pay design ideas in relation to contract compliance programs; and uses various software programs.

Prepares or completes various forms, reports, correspondence, bid summaries, or other documents. Receives various forms, reports, correspondence, bid requests, recommendations, opened bids, rules, procedures, directories, manuals, reference materials, or other documentation; reviews, completes,

processes, forwards, or retains as appropriate.

ADDITIONAL FUNCTIONS

Perform miscellaneous tasks, which may include verifying documents, filing documentation, sending faxes, or making copies of documents.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor's degree in business or public administration or a related field supplemented by three (3) years of experience in compliance to include one (1) year of lead experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Designation as a Certified Compliance Administrator certification (CCA) is preferred.

ADA COMPLIANCE

Physical Ability:

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Investigations will require vehicle travel, (requiring the ability to drive) normally within the County, to view damaged vehicles, reconstruct the incident, interview witnesses, etc.

Functional Reasoning:

Must have the cognitive ability to think clearly, reason and make good decisions with good problems solving abilities. Requires the ability to apply principles or rational systems; to interpret instructions furnished in written, oral diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Sensory Requirements:

Most tasks require the ability to perceive and discriminate visual cues or signals. Most tasks require the ability to communicate orally and to hear clearly.

Essential functions are regularly performed without exposure to adverse environmental conditions.
