POSITION OVERVIEW: Under supervision of the Senior Director of Quality Improvement, the Compliance Specialist is responsible for navigating complex transitional housing regulations to develop and implement related compliance actions and strategies. This position will ensure that Acacia Network Housing remains up-to-date on all regulatory and licensing requirements in accordance with company, state, and federal regulations, which includes the development, implementation, and enforcement of policies and procedures that keep a division's services, processes, and physical sites operating in a safe, legal, and ethical manner. The Compliance Specialist is also responsible for incident and risk management, investigations of suspected violations of compliance, recommending areas for improvement related to compliance, and development of roadmaps for remediation. The Compliance Specialist will be a liaison between operations and the quality assurance team to procure appropriate documentation and review the scope of any proposed audits. This position requires a highly organized, self-motivated team player with excellent communication, analytical, writing, and training skills, who is knowledgeable of DHS, HPD, HRA, and OTDA regulations. KEY ESSENTIAL FUNCTIONS: Conduct routine walk-throughs of each Acacia Network Housing facility to ensure the environment of care is operating in accordance with New York State's Office of Temporary Disability Assistance Part 900 and Part 491 regulations. Collaborate with program leads and site leads to proactively ensure sustainable compliance infrastructure as well as develop corrective action plans, where necessary. Partner with legal, operations, and clinical teams on proposed actions, coordinating across multiple teams using technology to implement processes and policies to effectuate those actions. Develop training resources, guides, checklists, and other audit-readiness job aids. Perform qualitative and quantitative audits to ensure compliance with government regulations and agency policies and procedures. Perform a variety of risk and incident management, including analysis projects in order to support the division. Ensure Acacia Network Housing is in compliance with all relevant regulations and current standards of compliance. Regularly audit company procedures, practices, and documents to identify possible weaknesses or risks. Collaborate on the annual Risk Management Plan for both divisions and participate in the Risk Management Committee meetings. Make recommendations and develop tools to support program improvement related to compliance. Track progress on implementations of recommendations. Coordinate with QI team, program staff, and senior leadership. Present findings and developments of projects, initiatives, and improvement plans. Participate in the development and implementation of compliance policies. Assist in the development and facilitation of compliance-related training. Ensure all employees are educated on the latest regulations and processes. Represent the department and agency in internal and external meetings as needed. Perform other related clerical and administrative duties as assigned. REQUIREMENTS: Masters in Social Work, Public Administration, or other Human Services Field preferred; BA in related field required. Minimum of 2 years of experience working in the homeless services field. Project Management experience is preferred. Knowledge of DHS, OTDA, HPD, HRA regulations is required. Experience conducting audits and internal investigations is required. Proven track record of success in audits, chart reviews, and incident management. Ability to synthesize data into comprehensive reports. Excellent writing, assessment, planning, and analytical skills. Ability to facilitate training. Knowledge of Microsoft Office Suite. Strong interpersonal and verbal communication skills; ability to engage staff at all levels; collaborative team player. Ability to work with a strong team of professionals in a culturally diverse environment. Ability to multitask and work under pressure.
