Oversees departments involved in the purchase, investments, debt management, fixed assets, and payroll.
Provides leadership and guidance to the budget and finance, purchasing, inventory, and human capital development departments.
Develops and maintains a system to evaluate the performance of department units.
Provides recommendations to the county administrator as well as reporting responsibilities to the Board of Supervisors.
Assists in the processes of financial prediction and preparation of budgets.
Oversees the preparation of financial reports.
Assists the County Administrator on long-term financial and business planning.
Works with departments to develop budget requests for new FY.
Establishes and maintains good relationships with external partners.
Coordinates and oversees internal and external audits. Addresses audit findings and implement recommendations as needed.
Tracks cash flow and analyzes the county's financial weaknesses and strength, while proposing corrective actions.
Recommends to the County Administrator a budget for each department and organizations requesting funding.
Reviews budget adjustments and makes recommendations to County Administrator.
Informs County Administrator of situations which may affect funds available for investments.
Monitors expenditures monthly and provides report to County Administrator of possible deficit spending.
Maintains data on interest rates for investment of county funds.
Negotiates interest and advises Clerk of distribution of funds to be invested.
Performs related or similar duties as required or assigned.
Qualifications
Master's Degree from an accredited four (4) -year college or university and five (5) years of progressively responsible experience in governmental accounting with municipalities or county government.
Certified Public Accounting (CPA) preferred.
