If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.Advises on highly complex issues, studies, research and analysis projects. Work pertains to the security research, acquisition, design, development, and maintenance of new or substantially improved information systems. Assignments include:Represents and speaks on behalf of IT and IRS at professional meetings and conferences. Consults with senior level staff in IRS and other IT specialists on IT policies, issues, and problems, etc.Provides professional leadership and direction in the conceptual design, formulation and development of major prototype and developmental systems or in making extensive modifications and upgrades to existing systems, taking into account changing requirements and interfaces, advances in technology, and evolving standards.Conducts research into areas of great importance, significance, and difficulty, such as artificial intelligence including the application of computers to solve problems and to understand the principles of human intelligence.Consults and collaborates with other international experts from industry and other governments to develop IT policies and direction; represents IRS and the U.S. in national and international technical committees and consortia as a speaker and participant; and provides counsel on IT development to technical experts of other national governments.Functions as the recognized program expert and technical/professional expert and is sought after by outside authorities for consultation, advice and guidance in the field of computer science and tax information systems.RequirementsTelework Eligible Positions : Telework eligible positions do not guarantee telework.
