POSITION SUMMARY
Responsible for working closely with system partners and parents on out-of-home cases to promote and administer the Conditions for Return process to ensure that timely and concerted efforts are made toward reunification. System partners includes CLS, GAL, Judiciary, AAL, case management, parent attorneys, CPIs and lead agency staff.
PRINCIPAL DUTIES AND RESPONSIBILITIES
ESSENTIAL FUNCTIONS:
* Serves as the practice expert and central link between case management and system partners to facilitate reunification services through the Conditions for Return process.
* Works collaboratively with case managers and case manager supervisors in the development of processes to appropriately assess and identify cases for Conditions for Return to commence timely safety planning and reunification.
* Assists with the coordination of safety management services with both formal and informal safety providers to ensure sufficiency and alignment with CFOP 170-7.
* Assists with effectively communicating Conditions for Return and safety planning during court proceedings to promote consistent messaging and application.
* Promotes early engagement of all parties in the Conditions for Return process during team meetings, i.e. case transfer staffing and family team conference to promote a cohesive and team approach to reunification.
* Cultivates positive working relationships with systems partners to foster support to send children home based on Conditions for Return.
* Provides support to alleviate barriers and ensures concerted efforts are being made for timely reunification.
* Increases intervention's sustainability through the facilitation of learning circles with case managers and case manager supervisors to increase their knowledge of Conditions for Return to ensure consistent case application.
* Collect and track data regarding Conditions for Return processes for monitoring and evaluation purposes.
* Ability to safely and successfully perform essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, including meeting qualitative and quantitative productivity standards.
* Ability to maintain reasonably regular, punctual attendance consistent with ADA, FMLA and other federal, state, and local standards.
* Ability to comply with all personnel policies and procedures.

EXPERIENCE/PERFORMANCE REQUIREMENTS (Knowledge, skills and abilities):
* Excellent interpersonal and communication skills
* Proficient in the use of Word, Excel, and PowerPoint
* Ability to interact with and maintain high morale among employees
* Demonstrate cultural and linguistic competence and sensitivity to population served
* Comprehensive understanding of the child welfare system of care, Florida Administrative Code, Florida Statutes, CFOP and the Adoption Safe Family Act.
* Ability to travel
EDUCATION REQUIREMENTS
REQUIRED:
* Bachelor's Degree in Human Services, Social Sciences or Social Work field
* Two years of experience as child welfare professional.
* Certified Child Welfare Professional
PREFERRED:
* Master's Degree
* Deemed as Proficient or Safety Practice Expert (SPE) in Safety Decision-Making Methodology.
* Experience training in Child Welfare.
LICENSES AND CERTIFICATIONS
* Possess a current Background Clearance Screening Letter as required by DCF; and successfully complete the background screening requirements for Community Partnership for Children.
* If local travel is required, a Valid Florida driver's license and documentation of current automobile insurance, with $100,000/$300,000 bodily injury liability limit, is required.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Employee will work in an office/clerical environment. The employee will work predominantly seated with recurrent need to walk, stand, and bend from the waist. Occasional light lifting, stooping, and climbing may be required. Occasional local travel.
