Minimum EducationBachelor's degree or equivalent experienceMinimum Experience1SummaryThe Congressional Liaison Research Assistant is under the overall supervision of the Assistant to the Board for Congressional Liaison and works closely with all personnel within the Congressional Liaison Office (CLO). The incumbent serves as the resource person and coordinator for planning, tracking, and implementing programs and initiatives in support of the public policy agenda of the Federal Reserve Board. This position handles a variety of tasks, including administrative and research-oriented tasks, in order to facilitate effective communication between the Board and Congress on legislative issues relating to the Federal Reserve System, bank supervision and regulation, financial institutions, monetary policy, the payment systems, and economic matters.Duties and Responsibilities
  • Attends, monitors, and summarizes Congressional hearings as directed by the Assistant to the Board and other CLO staff. Keeps up to date on the progress of Congressional hearings, legislation, legislative issues, and other Congressional matters of interest to the Board.
  • Responsible for developing and maintaining a legislative tracking system to track and monitor Congressional activities (i.e. hearings, testimony, floor activity, amendments, etc.). This includes external tracking, reviewing, and identifying items of interest through subscription services used by CLO staff.
  • Writes, coordinates, and distributes internal weekly reports on status of legislative activity and work in progress.
  • Develops and maintains a calendar of events and programs for the CLO, including the Congressional hearing schedule. Reports potential problem situations affecting the workflow to the Assistant to the Board and other CLO staff. Ensures the timely delivery of the Chairman's and governors' testimonies.
  • Performs research and provides background summaries to assist in the preparation of Board staff for Congressional meeting and briefings. On own initiative, accesses and researches material from office files, Board Records Section, external sources, etc.
  • Assists in coordinating written responses to correspondence from Congressional offices, including reviewing outgoing letters for substance, grammar, and formatting.
  • Plans and implements CLO education events for Congressional staff, including, but not limited to, programs at the Federal Reserve Board. As appropriate, plans Congressional trips to Board facilities outside the DC area.
  • Assists CLO staff in implementing an enhanced communications program with key regional bank personnel. Writes key communication materials on legislative matters of interest to regional bank personnel. Develops and supervises events and engagements for Board and System staff, including presentations by CLO staff at regional bank headquarters.
  • Maintains the CLO website, including an assessment of relevant information and materials, methods of displaying such materials, and other potential site features of use to leadership and key staff.
  • Responsible for coordinating key policy position papers for both internal and external audiences for information relating to Congressional matters.

The incumbent performs and coordinates work to plan, track, and implement programs and initiatives in support of the public policy agenda of the Federal Reserve Board. This position handles a variety of responsibilities, including administrative and research-oriented tasks, in order to support effective communication between the Board and Congress. Responsibilities may include, but are not limited to:
  • Providing general support to the Assistant to the Board, Assistant Congressional Liaisons, and other members of the Congressional Liaison Office;
  • Developing and maintaining a legislative tracking system to monitor congressional activities (i.e. hearings, testimony, floor activity, amendments, etc.) and reporting on developments;
  • Research, memo drafting, and writing projects;
  • Monito ring and summarizing congressional hearings and mark-up sessions; and
  • Assisting in the oversight of CLO interns.
Position Requirements FR-23:
  • Bachelor's degree and a minimum of 1 year of related experience OR Master's degree in a related field
FR- 24:
  • Bachelor's Degree and a minimum of 3 years of related experience OR Master's degree i n a related field and a minimum of 1 years of related experience.
The successful candidate will have a proven record of:
  • Demonstrated knowledge of Capitol Hill and legislative issues related to the Federal Reserve Board
  • Excellent oral and written communication skills
  • Strong analytical abilities
  • High proficiency with information technology/computer skills
  • Strong organizational and administrative skills
  • Strong attention to detail and project-oriented
  • Ability to multi-task and coordinate work and scheduling requirements, often under tight work constraints.
