Overview:

GovCIO is currently hiring for Construction Manager to support Military Construction (MILCON) projects for the Navy. This position will be located in Virginia Beach, VA and will be an onsite position. This effort will provide construction management services to Navy Exchange Service Command (NEXCOM) which headquarters for the worldwide NEXCOM Enterprise. Its mission is to provide authorized customers with quality goods and services at a savings and to support Navy quality of life programs for active duty military, retirees, reservists and their families.

Responsibilities:

The successful candidate will perform construction management services within the Hampton Roads area at installations including Norfolk, Little Creek, Oceana, Dam Neck, and the surrounding area. Office space, office equipment, and related support provided at NEXCOM HQ in VA Beach The successful candidate will serve as the Governments contracting officer's representative and/or technical representative. Day to day activities include, but are not limited to:

  • Provide on-site inspection and oversight of contractor performance, ensuring execution in the field adheres to project parameters and approved plans/specifications. Advises gov't of any deviations for approval/changes.
  • Represents NEXCOM equities/interests in the execution of construction projects.
  • Performs quality assurance checks of construction work.
  • Reviews contractor invoices for accuracy and recommends approval/rejection to the gov't.
  • Develops scopes of work for gov't review/approval to address facility deficiencies and/or repairs, either as a stand-alone contract or a change order to an existing project.
  • Provides budget estimates and supporting documentation to process changes and/or stand-alone statements of work for project approvals.
  • Utilizes NEXCOM electronic project management system to develop, route, and document files, reports, and related project related documentation.

Coordinates the construction, installation or rearrangement of equipment and building facilities and/or equipment and machinery maintenance for assigned area. Schedules, conducts, and documents regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues. Maintains contact with and directs contractor representatives and assists in resolving discrepancies in design specifications. Monitor the construction contractor's performance of required material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections. Verifies labor expended and materials used and inspects projects for conformance to engineering standards and codes, building techniques and safety practices. Estimates percent completion of projects and advises designated individuals of cost status.

  • Maintain proper construction contract document files per contract standards.
  • Make visits to project sites to obtain information on facility/site conditions and develop recommendations during project development.
  • Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
  • Prepare quality assurance plans and review and recommend approval/disapproval of the construction contractor's quality control plan.

Travel may be required for other requirements on a non-routine basis. This position is contingent upon contract award.

Qualifications:

High School with 5 - 8 years (or commensurate experience)

  • Minimum 5 years experience of Construction Management experience.
  • Experience with Government and/or Department of Defense Military Construction (MILCON) construction projects.
  • Experience developing and revising budgets and filing reports
  • Ability to pass background check / finger printing for base access. Secret Clearance preferred.
  • Ability to sit, stand, and/or walk in a construction environment for prolonged periods of time.
  • US Drivers license in good standing
  • Reliable transportation with a vehicle fit for construction sites
  • Experience with Navy projects and/or NEXCOM electronic project management system desired.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an at-will position and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range: USD $75,000.00 - USD $100,000.00 /Yr.
