Summary The responsibilities of the position involve direct coordination with VA Cheyenne Health Care System staff, architectural/engineering designers, construction and maintenance contractors, and the general public. The incumbent performs work of a broad scope and complexity in practices related to construction management and construction administration; such as work involving project planning, design development, contract administration, construction quality control, and construction safety. Clarification from the agency ALL US CITIZENS DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation. Duties MAJOR DUTIES AND RESPONSIBILITIES
  • Oversees and coordinates project management activity related to planning and monitoring construction design from conception stage to final drawing completion.
  • Reviewing construction plans and specifications on both small and large scale projects with architectural and engineering firms.
  • Provides administrative direction and oversight over construction control activities and project milestones. Monitors budget from planning through construction phases and makes frequent inspections of worksites to ensure compliance with contract requirements
  • Conducts and participates in partial and final inspections of completed work.
  • Reviews on project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
  • VPE work, unique design capabilities and innovative techniques are required to work within the confines imposed by the existing facilities which are composed of masonry, structural steel, reinforced concrete, and other materials, and involve coordinating aspects of mechanical, electrical, structural, architectural, sanitary, civil, and environmental work and completing administrative assessment reports.
  • Develops work packages from maintenance and repair backlog and provides justification and supporting data for projects. Ensures construction and patient/public safety risks are appropriately managed during all phases of design (site investigation) and construction.
  • Coordinates the preconstruction and safety meetings with contractor/s, contracting officer/s, facility safety officer and other interested parties.
  • Reviews and approves submitted construction schedules and coordinates utility outages and disruptions with Hospital activities to ensure that essential services are maintained with minimum interruption to patient care.
  • Explores background information and facilitates the consultation of others in evaluating information and selecting approaches to study the issue.
  • Performs constructability reviews of bid documents prepared by Architects, Engineers and/or Construction and Environmental Section Technicians to ensure completeness and correctness.
  • Manages activity around Architectural Engineering (A/E) pre-design, design and construction period performance portion of the design contact including submittal reviews, site visits, and design solutions for design errors/omissions and unforeseen conditions.
  • Prepares and processes documents related to construction contracts, including progress reports, progress payment requests, payrolls, submittals, inspection reports, change order requests, time extension requests, etc. Reviews plans and work progress with contractor and subcontractors.
  • Coordinates and ensures that interior design operations are scheduled with surrounding Hospital activities. Provides support on signage updates for both campus directories and temporary signage for diverts due to construction.
Work Schedule: Monday-Friday 8:00am- 4:30pm Position Description Title/PD#: Construction Control Representative/PD144980 Physical Requirements: The work is a combination of sedentary, physical effort, and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, mechanical equipment rooms, and other spaces that are noisy, dirty, and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds.   • You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements
  • Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
OR Education and Training: For GS-3: Successful completion of l year of study that included at least 6 semester hours of courses in one or a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. For GS-4: Successful completion of 2 years of study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3. For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3. In addition to the Individual Occupation Requirements you must have one year of Specialized Experience at the next lower grade.Specialized GS-11 grade level: One year of specialized experience (equivalent to the GS-10 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Ability to relate to internal and external customers appropriately and courteously; Maintenance of confidentiality of patient information, electronic and print; Program area performance improvement; Ability to work and function in the Hospital in a safe manner, including infection control and the correct operation of equipment; Knowledge of full range of principles, concepts, and methodology associated with project management of engineering projects; Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to project management and engineering fields; Knowledge of construction methods, procedures and materials including procedures and standards of Healthcare facility construction; Knowledge of government contracting procedures, regulations, and guidelines; Understanding of state and local jurisdiction over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; Knowledge of Architectural Engineering (A/E) contract procedures and complex construction project management work typically acquired thru educational training and certifications, and work experiences and ability to communicate in project management terminology necessary for all projects both verbally and in writing in clear language.
