Summary The incumbent serves as a Construction Control Representative assigned to Facility Engineering - Project Section at the Fargo VA Health Care System in Fargo, ND. To support a fully accredited healthcare facility campus. The incumbent is a representative who supports the operation, maintenance, renovation, and construction of multiple sites such as outpatient clinics as well as leased facilities operated by the assigned health care facility. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Planning and Project Design Work: The Construction Control Representative (Con-Rep) is responsible for integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (nurse call, elevators, patient safety lifts, pneumatic tube, etc.). The incumbent is responsible for planning and designing in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria. The employee supports development and implementation of VHA policies, programs, and procedural documentation. Project Management and Technical Advice: The employee provides professional advice to peers, subordinates, and non-professional administrators or managers to direct major project execution decisions. The employee manages all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout. The incumbent reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate architects, engineers, engineering technicians, and other staff members. The employee provides advice to improve such plans, specifications, and analyses. Construction Administration: The employee is responsible, as assigned, for conducting surveys and evaluations; determining engineering and construction requirements; developing preliminary plans, cost estimates, project proposals and justifications; design and preparation of architectural and engineering plans and specifications; and supervision, inspection, and acceptance of construction. The incumbent performs audits and inspections of worksites to assure compliance, prepares reports and findings, devises solutions, and implements corrective actions. The employee is responsible for comprehensive technical and administrative management of the planning, estimating, development, design, and construction of assigned new facilities, renovation, alteration, and modification work. Operations and Maintenance Administration Work: Employee provides guidance, development, and coordination for the planning, prioritizing, design, and oversight of construction projects. The employee plans specific objectives for the construction project and prepares detailed cost estimates for use in obtaining construction funding and bid evaluation. The employee prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments. The employee consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions that develop during maintenance. The employee prepares sketches or changes drawings and specifications to solve problems and incorporate into the contract performance documents. Employee reviews and evaluates technical shop drawings, samples, and material certifications submitted by contractor for contract and performance requirements, independently recommending approval, rejection, or correction. Performs other related duties as assigned. Qualifications SPECIALIZED EXPERIENCE: Requires one year of specialized experience equivalent to at least next lower grade level (GS-9) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience includes: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of craftsperson's, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.In addition to the examples of the qualifying specialized experience listed above you must also have experience project planning, activation for newly completed projects, and lease management of land and facilities, supporting the operation, maintenance, renovation, and construction of multiple sites and/or leased sites -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires two and half years of graduate education. Graduate education is creditable only in those instances where it is directly related to the work of the position, courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED):Equivalent combinations of successfully completed graduate education and specialized experience listed above are also qualifying. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Building and Construction Design Project Management Technical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The duties of the position require visits to all areas of the medical center environment. Physical agility and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing. The incumbent spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections. The employee will be required to be responsible to carry all appropriate safety and/or testing equipment weighing up to 50 pounds.
