The Massachusetts Military Division is looking for a professional to fill the role of Construction Coordinator I. The purpose of this position is to monitor construction site activities, to inspect sites for conformance to plans and specifications, and to communicate with contractors. The Construction Coordinator I must have a solid knowledge of construction standards and practices and perform work within a defines framework of procedures and standards. They may perform some duties independently on a day-to-day basis, but they will maintain frequent contact with supervisors and the Construction and Facilities Management Officer (CFMO) to maintain accountability and seek guidance on complex matters.
Duties and Responsibilities
* Develops Scopes of Work for architecture and engineering services and or construction contracts as required.
* Acts as the CFMO's representative for architecture and engineering oversight during the design phase, during construction projects, and when providing on-site oversight of construction activities.
* Coordinates all environmental efforts from project conception through design and completion of construction activities.
* Develops project overview narratives, construction and materials cost estimates, and schedules/timelines.
* Review and gain an understanding of all project documents including plans, specifications, and submittals to be familiar with all aspects of assigned projects.
* Prepares clear, sounds, and accurate informational briefings, planning reports, and studies as directed.
* Conducts periodic site inspections to ensure project delivery in accordance with project documents.
* Applies working knowledge of accounting principles and payment tracking for invoices and applications for payment.
* Develops and uses databases, spreadsheets, and word processing equipment to provide necessary information to contractors, vendors, and military personnel.
* Maintains liaison with various government agencies and other organizations to exchange information, to resolve problems, and to coordinate activities.
* Reviews and analyzes data concerning assigned unit activities in order to improve work methods, determine progress, and revise updates using established procedures to provide information to superiors.
* Receives and processes requests through proper agency procedures. Develops and supervises annual inspections.
* Completes other duties as assigned on behalf of the Construction and Facilities Management Officer.

Desired and Essential Qualifications
* Knowledge of basic math and geometry and ability to perform mathematical computations.
* Knowledge of Energy Management /Energy Project Execution
* Knowledge of the principles and practices of facility construction management.
* Knowledge of the inspection techniques and safety practices used for facility construction projects.
* Knowledge of the types and uses of materials and equipment used for facility construction projects.
* Ability to understand, explain, and apply the laws regulations, policies, procedures, and standards governing construction.
* Ability to read and interpret documents such as plans, specification blueprints, and drawings.
* Ability to gather and organize information according to established procedures.
* Ability to communicate effectively both verbally and in writing.
* Ability to interact effectively with diverse groups of people.
* Ability to use a computer to manage databases, communicate, and produce written documents.
* Ability to adapt to varying work situations and to meet emergency or changing programs.
Desirable Licenses and Certifications
* Construction Supervisors License Restricted* to 00 as issued by Massachusetts Department of Public Safety
* *Restricted to 00 - Unrestricted
* OSHA 10 Hour Construction Safety & Health or higher level training

Applicants must have (A) at least four (4) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects; or (B) any equivalent combination of the required experience and the substitutions below.
Incumbents are required to have a current and valid Motor Vehicle Driver's License at a Class level specific to assignment.
Substitutions:
* An associate's degree or technical degree in a related field may be substituted for one (1) year of the required experience.
* A bachelor's degree in a related field may be substituted for four (4) years of the required experience.
Based on assignment, incumbents may be required to possess a current and valid Massachusetts Motor Vehicle Operator's License.
