Description
This position performs administrative and professional work by coordinating and monitoring a vast array of complex projects; and provides assistance to other City Departments along with Engineering. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
The work is considered light in nature and involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, fingering, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, toxic/caustic chemicals, explosives; and is involves heavy equipment and machinery that could result in bodily harm to co-workers or others.
Essential Job Functions
* Coordinates and monitors the work of architects, engineers and contractors to ensure all design and construction work is in accordance with plans, specifications and regulations;
* Reviews construction plans and specifications for compliance with established codes, ordinances and standards;
* Assists in developing requests for proposals and requests for bids; assists in administering contracts;
* Verifies contractor pay applications and invoices;
* Inspects construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety; inspects construction materials for compliance with applicable codes and specifications;
* Assists in coordinating projects with local, state and federal agencies, as well as other City and county departments, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies / special interest groups, and other parties as necessary;
* Represents the department and City at various civic and community meetings as required;
* Participates in pre-bid and pre-construction meetings and assist in bid openings;
* Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
* Performs general administrative work as required, including conducting and attending meetings, preparing reports and correspondence, entering and retrieving computer data, etc.;
* Attends conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills; and
* Performs other related duties as assigned.
Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
* High School Diploma and ten (10) years of relevant experience OR Associate's degree in engineering technology, construction management or a closely related field and six (6) year OR Bachelor's degree in engineering technology, construction management, or a closely related field and four (4) years of relevant experience.
* Valid South Carolina Class D Driver's License;
* May have SCDHEC Erosion Prevention Certification;
* May have Sediment Control Inspector Certification.
Knowledge, Skills, and Abilities
* Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
* Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;
* Ability to persuade or influence others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations or ordinances;
* Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
* Ability to perform coordinating work involving guidelines and rules, with constant problem-solving;
* Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
* Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
* Ability to make decisions, affecting a large segment of the organization and the general public; works in a dynamic environment; responsible to assist in developing policy and practices.
