Responsibilities include:

• Business Development / Marketing Team Member – work with Executive team to generate and/or identify new

project opportunities.

• Utilize extensive knowledge of federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and

Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations,

and procedures in evaluating opportunities and preparing proposals.

• Lead the Pre-Construction efforts of the company; works closely with Project Managers in preparation for

transition to Project Manager's lead during construction.

• Analyze plans and specifications to determine the scope of each project.

• Prepare conceptual estimates off a preliminary floor plan or sketch.

• Prepare and submit pre-bid questions. Notify team members of resolutions and/or addendums. Attend pre-bid

meetings (Site Visits), as necessary.

• Read blueprints, contract documents, project manuals, Scopes of Work (SOW) or specifications, and technical

documents to prepare estimates.

• Collaborate with architects and/or engineers, clients, and sub-contractors/suppliers. Work with Project Managers

to develop list of qualified subcontractors/suppliers.

• Work with Safety Director to identify potential risk for each bid and develop risk mitigation plan.

• Identify and quantify cost factors such as schedules, production time, materials, equipment, and labor (crew sizes

and their construction work duration).

• Identify, understand, and develop strategic opportunities for bid preparation.

• Attend meetings, seminars, and training as assigned or necessary for growth within the industry.

• Organize, post, and maintain bid documents utilizing on-line software.

• Communicate effectively, often, and regularly, both written and verbally, with all professionals involved with

project.

• Assist in the presentation of proposals and post submission value engineering, and final price negotiations.

• Prepare timely and accurate quantity take-offs assignment.

• Participate in subcontractor/vendor proposal reviews and scope confirmation.

• Monitor subcontractor/vendor participation during the bidding process.

• Manage the hard-bid estimate process through its entirety by devising a bid pricing schedule, soliciting

subcontractor/vendor participation and analyzing quotes for quantity and specification compliance.

• Other duties, as needed, may be assigned.

Qualifications:

• Engineering / Mathematics / Business focused bachelor's degree

• Extreme attention to detail, plus the ability to understand the context and ramifications of the detail.

• SATOC, MATOC, IDIQ experience is needed.

• A minimum of 5 years of general construction estimator experience in government contracts is

mandatory. Experience in the Roofing Industry - roof replacements and repairs on Single Ply (PVC), Metal,

Modified Bitumen, Shingles, etc. is desired.

• Extensive knowledge of federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and

Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations

and procedures.

• Extensive knowledge of general construction methods, processes, and techniques.

• Project Management Experience is a Plus

• Knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimates

expenditures, and established rates to determine price reasonableness or to determine a negotiation position.

• Microsoft Project, MS Excel, P6 or Primavera, AutoCAD 2017, Microsoft Office, Eagle View, Plan Swift, RS Means

and other estimating programs which may be instituted in the future

• Must be able to obtain Department of Defense security clearance and pass a background check.

• Must have a valid driver's license and safe driving history. MVR will be completed upon hire.

Working Conditions:

• Temperature controlled office environment. Travel is primarily local during the business day, although some out-

of-area and overnight travel is expected. Experience with extreme temperatures and weather while on job sites

should be expected.

Physical Requirements:

• Must maintain the physical condition necessary to perform tasks in an office setting - operating a computer,

keyboard, and other office equipment; safely drive equipment and/or company vehicle; and walk, stand, and

climb distances in construction settings to inspect the progress of assigned projects or prospective roofing

projects. Must be able to climb a ladder and stair scaffold.
