Description

The City of Norfolks Department of Public Works is currently seeking a Construction Inspector II within the Division of Right-of-Way. This position involves the inspection and supervision of utility work, street construction, infrastructure replacement, installation, maintenance, and upgrades for development, commercial, and residential to ensure compliance with City, State, and federal rules, regulations, codes and design standards. The work also involves review, supervision, and inspection of traffic control plans and their implementation. positions will collectively serve as administrative support for the Directors Office, HR responsibilities and assist with IT tasks.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolks citizens, businesses and visitors, including the Citys storm water system, street network, waste management and recycling systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.

Currently, the Right of Way Division has 11 staff members, six (6) of which are Construction Inspectors. ROW staff is responsible for infrastructure plan reviews, approval, permitting, coordination, and inspection of all construction, over-dimensional hauls, event activities, traffic control, and code compliance within the right of way (above and below ground along roadways and sidewalks). Additionally, working with city crews, contractors, utility companies, developers, homeowners, business owners, event organizers, charitable organizations, film crews, military bases, ports, shipyards, railroads, and internal/external stakeholders, the work of the division provides safe, happy, and inclusive neighborhoods while maintaining accessibility, mobility, and connectivity at all times. ROW Construction Inspectors are integral in being able to accomplish all of that. With the addition of Metronet high-speed internet and outside dining encroachments, which require ROW inspections, the need for more inspectors is critical. Metronets full citywide buildout requires daily inspection of aerial and underground cable, as well as roadway and sidewalk cuts and landscaping restoration. Virginia Natural Gas and Norfolk Utilities recently added lead pipe investigations and replacements that will require multiple compliance and safety inspections by Right of Way. The division is already handling a significant number of code-mandated permits, reviews, investigations, inspections, and compliance checks, with volumes continuing to increase due to aging infrastructure and increased awareness and use of the IMPACT Call Center.

Department Hiring Salary Range: $46,589 - $48,918

Essential Functions

Essential functions include but are not limited to:

+ Manages construction projects by conducting site visit, ensuring compliance with plans and specifications, reviewing and interpreting plans, specifications, and contracts, monitoring project status, resolving problems, meeting with engineers, consulting with inspectors regarding contractor claims, attending construction and progress meetings, reviewing design changes and conducting final inspections.

+ Must have extensive ability to read and interpret construction plans and specifications. Must be familiar with testing processes and procedures to determine acceptability of materials used.

+ Applicant should be familiar with Erosion and Sediment Control Inspection.

+ Applicant should be familiar with the provisions of the Federal Manual of Uniform Traffic Control Devices and the Virginia Work Area Protection Manual.

+ Investigate encroachment complaints, non-permitted work, defective driveways, and other violations of the Citys Right of Way Excavation & Restoration Manual and issue Notice of Violation, certified letter, or issue a summons to appear in court as necessary to enforce the Citys ordinances.

+ Requires the ability to review and interpret construction drawings, site plans, traffic control plans, and conduct visual and physical inspections to determine compliance with applicable standards and codes.

+ Requires the ability to review right of way permit applications and update, issue and/or modify the associated permits.

+ Perform routine field inspections of utility contractors working in the public right of way to insure work zone safety and proper traffic control is provided and maintained at all times.

+ Requires ability to function in both an office and field environment: sitting, walking and standing in an office, driving to construction sites, standing and walking on rough terrain, climbing up and down stairways and ladders, bending or stooping, and working in confined spaces.

+ Requires considerable knowledge of applicable federal, state and local regulations and standards related to public right of way utility construction.

+ Requires ability to effectively manage and balance multiple tasks and priorities.

+ Requires considerable knowledge and skill in Microsoft Office software applications.

+ Requires strong interpersonal, communication, conflict resolution, problem-solving, and organizational skills.

+ Requires ability to sit/stand for extended periods of time, lift, push, pull, bend, stoop, climb and perform tasks requiring manual dexterity.

Education/Experience

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Two years experience.

High School or Equivalent required, Bachelors Degree preferred. Academic courses or areas of concentration required to perform the required job duties include Construction technology, plan/drawing reading.

Erosion & Sediment Control Certification is desirable within 1 year of employment; Intermediate Work Zone Certification within 2 months of employment

Additional Information & Requirements

+ Valid Driver's License.

+ Must pass a background check in order to be certified as a Special Police Officer within six months of appointment.

+ May require certification as a Special Police Officer.

+ May require certification as Aggregate Technician, Asphalt Field, Surface Treatment.

+ May require Virginia Certification in Erosion and Sediment Control Inspection.

+ VDOT certifications in asphalt field and concrete field preferred or be able to obtain them within one year of appointment.

Work Schedule/Hours: Monday Friday from 7:30 AM 4:00 PM

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.

+ Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
