Washington State Parks and Recreation Commission Job Title: Construction & Maintenance Project Specialist Location: Chelan, WA Closes: November 18th, 2024, at 5 p.m. PST Position works four (4) days a week, Monday - Thursday from 6 a.m. - 4:30 p.m. This position requires travel and overnight travel statewide for meetings, training, and other field work. Under the supervision of the Construction & Maintenance Supervisor this position performs journey-level work in various trades accomplishing routine planned and emergency maintenance in a park area and performs advanced skills level work in remodeling, repairing, and maintaining buildings, facilities, utilities, and equipment. The Construction & Maintenance Project Specialist may serve as the maintenance and project contact for the Central Lakes Area Parks, which includes Lake Chelan, 25 Mile Creek, Alta Lake, and Bridgeport State Parks and associated park managed facilities and properties. This position coordinates and works cooperatively with Area and Park staff, responsible for project identification, planning, development, and completion of projects of a routine and non-routine nature (including emergency and urgent repairs), as well as overseeing maintenance and operation of agency owned equipment, tools, buildings and facilities. Duties include, but are not limited to:

  • Under the supervision of the Area C&M Project Supervisor, performs construction, maintenance and repair work completing preventative and deferred maintenance projects, requiring journey level skills.
  • Performs journey level work in equipment operations, repair, improvement projects, carpentry, roofing, plumbing, electrical, and masonry trades.
  • Maintains, constructs, and remodels building. floats, docks, trails, infrastructure, and other facilities required for park operations.
  • Meets building and permit codes, be accurate, timely, organized, and provides adequate outcomes in a timely manner.
  • Assists with projects at other state park areas as part of the greater State Parks Maintenance team, as needed.
  • Responds to and repairs area park maintenance related emergencies and urgencies.
  • Maintains health and safety standards.
  • Works alone in remote locations.
  • Responsible for heavy equipment operation, maintenance, repair, and transport, as needed, including 7-yard or larger dump truck, tractor/backhoe, and other Parks' owned or rental/leased, heavy/construction equipment.
REQUIRED QUALIFICATIONS:
  • Two (2) years as a Maintenance Mechanic 1.
OR
  • Four (4) years of advanced level experience in two (2) or more of the construction/building trades to include: building maintenance, repair, remodeling, construction duties, and mechanical/machinery operation.
Two (2) years of technical or vocational training or education in a building/construction trade may substitute for up to two (2) years of the required experience. AND
  • High school graduation or GED.
  • Valid unrestricted (except corrective lenses) driver's license.
  • Class A CDL Driving Endorsement must be obtained within twelve (12) months of employment.
  • Public Pesticide Applicators License must be obtained within twelve (12) months of employment.
  • First Aid/CPR Certification must be obtained within twelve (12) months of employment.
DESIRED QUALIFICATIONS:
  • Experience working for Washington State Parks or a similar parks and recreation entity.
  • Advanced level experience driving and operating a variety of vehicles and light to heavy equipment.
  • Advanced knowledge and experience working with various hand and power tools.
  • Intermediate technical knowledge and experience and expertise in construction, installation, and problem-solving issues impacting agency facilities, sites, and systems.
  • Adequate skills and experience with the use of Microsoft Office products such as Word, Outlook, and Excel.
  • Beginner project management experience including planning, purchasing, and completion of tasks.
  • Experience organizing work projects to include time management, multi-tasking, and communication.
  • Knowledge and application of building codes, rules and regulations governing safety, repair, and maintenance and construction of facilities and tasks.
Additional Knowledge, Skills, and Abilities:
  • Work independently while using good judgement and problem-solving skills in decision making.
  • Lead lower-level staff.
  • Take direction and has an eagerness and adaptability to learn new skills.
  • Take initiative and see a project through completion.
  • Communicate effectively both orally and in writing.
  • Aware and willing to follow safety policies and protocols.
UNIFORM INFORMATION: All Construction & Maintenance Specialist are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance Specialist and promotes respect as a Washington State Parks employee. All Construction & Maintenance Specialists will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years.
