Planate Management Group (PMG ) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with technical support centers in South East Asia and East Africa, that provide program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
We are seeking an experienced Construction Manager to support an overseas construction project in Budapest, Hungary. This role provides a unique opportunity to work closely with the Project Director (PD) and Office of Building Operations (OBO) staff, playing a pivotal role in ensuring the successful completion of the project on time, within scope, and on budget. The ideal candidate will have a strong construction management background, outstanding project leadership skills, and a commitment to safety and quality.
This is a 14-month contract, with a standard 50-hour work week, primarily based on-site in Budapest, Hungary.
Duties and Responsibilities:
+ Coordinate with PD or OBO Construction Management to lead and guide OBO project staff.
+ Ensure project safety and accident prevention plans are implemented, and review, monitor, and coordinate safety issues with the Contractor, Post Occupational Safety and Health Officer (POSHO), and CM's Safety Officer per US Corps of Engineers and host country standards.
+ Manages and coordinates OBO CM Project Contractor(s) to ensure work meets quality, schedule, cost, and contract standards.
+ Interpret and explain contract terms to staff, contractors, and vendors; clarify only the Contracting Officer can authorize changes.
+ Verify that project contractor(s) have obtained and displayed required licenses and permits, with copies filed before work begins.
+ Ensure project contractors conduct quality control inspections.
+ Reviews the International Building Code and job specifications to determine suitable methods, conducts quality assurance inspections, verifies the contractor's quality control program, and oversees field/lab tests as needed.
+ Resolve construction issues with contractors, clients, and design professionals.
+ Receives contractor submittals, reviews for completeness, and determines if OBO staff, the OBO Design Engineer, or A/E services should review and comment. Tracks submittal timelines, review, and response to the contractor.
+ Evaluate proposed substitutions and make recommendations to PD.
+ Assess contractor change order requests; prepare Statements of Work as needed.
+ Review contractor design calculations and engineering data.
+ Ensure project contractors maintain accurate as-built documentation.
+ Draft responses to contractor and organizational information requests
+ Review contractor monthly pay requests to confirm work completion.
+ Keep a detailed Daily Project Log per the Construction Management Guidebook.
+ Prepare and distribute monthly project reports, including progress photos.
+ Assist PD in hiring and defining roles for local professionals and contractors.
+ Support contract administration, including modifications and claims.
+ Maintain inventory of project property per departmental guidelines.
+ Assist in creating presentations, reports, and project documentation as needed.
+ Attend project meetings; prepare minutes when necessary.
+ Coordinate closely with COR and OBO staff.
Professional Requirements:
+ Bachelor's degree in Construction Management or a related field (Mechanical, Electrical, Architecture, or Civil Engineering degrees may be considered with relevant experience).
+ Minimum of 7 years managing large-scale construction projects similar in scope and value.
+ Must possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of proposal.
+ Professional Engineering, Registered Architect or Certified Construction Manager registration is preferred.
+ Proven understanding of international building codes, quality control, and safety standards.
+ Strong communication skills with the ability to resolve complex project issues effectively.
+ Willingness to coordinate and communicate effectively with all project stakeholders, including the COR and local engineering staff.
+ Capacity to travel or work onsite as required, adhering to Department of State guidelines.
+ Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
+ Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required.
