Job Description:
SpecPro Sustainment and Environmental, LLC is seeking an experienced Construction Manager for Advisory and Assistance Services (A&AS) with a focus on fuels infrastructure. The on-site role supports the Air Force Civil Engineer Center (AFCEC) CFSD mission, providing planning, programming, and project management for worldwide execution of inspection, design, construction, demolition, and environmental contracts for Defense Logistics Agency (DLA) Energy, DLA Environmental, and DLA Distribution (DS-FD) fuels infrastructure projects.Responsibilities Include:
  • Collect, compile, analyze, and distribute project information.
  • Draft presentations, agendas, and visual media to support meetings, presentations, conferences, and training.
  • Provide scheduling support, to include short and long-term projects, strategic, and programmatic planning.
  • Conduct field surveillance support.
  • Draft technical documents for Government approval and decision-making.
  • Prepare programming documents, project management plans, A&E and construction contracts, and statements of work.
  • Conduct technical evaluations of construction and A&E proposals.
  • Review and analyze submittals, providing recommendations for Government approval or disapproval.
  • Develop cost estimates for projects.
  • Evaluate A&E and construction Contractor questions and provide technical inputs.
  • Complete DD and AF Forms related to A&E and construction projects.
  • Review, analyze, and recommend responses to RFIs, change requests, and project schedules.
  • Prepare and track project correspondence, status, and metrics with stakeholders.
Qualifications include:
  • Bachelor's Degree from an accredited university.
  • Minimum of ten (10) years of A&E and/or Construction Project Management experience.
Preferred Experience:
  • Direct experience with AFCEC CFSD (military, civilian, contractor including A&AS and Title II).
  • Work with other AFCEC or DoD organizations in engineering or construction.
Experience and Education Substitutions:
  • Six (6) years of directly related experience may be substituted for a Bachelor's Degree.
  • Directly related certifications of API 653, API 570, API 510, STI SP001, NACE, SSPC, or Project Management Professional (PMP) may be substituted for two (2) years of experience.
  • Professional licensure may be substituted for three (3) years of experience.
