Responsibilities:

A Day in the Life of a Construction Manager:

This position is located on-site in Oceanside, CA. NOT Remote.

As the Liberty Military Housing Construction Manager, you will manage the Construction Services team that helps plan and execute over $100 million in Capital Improvement and Development projects each year. Liberty Military Housing (LMH) is one of the largest owner/managers of privatized (PPV) military family housing in the country with nearly 37,000 units nationwide.

Your Responsibilities include, but not limited to:

Plan/monitor/coordinate new construction, renovations, and Capital Improvements being performed by Construction Partner.

  • Assist Property Management/Asset Management with the preparation and transmission of detailed project descriptions to Construction Partner for annual Capital Improvement Budgets and subsequent Work Order.
  • Monitor construction to ensure quality, installation of proper materials, and deliverance of a complete and safe environment for our military residents.
  • Manage all FF&E required for community centers.
  • Issue and approve NTPs and Substantial Completions for each project.
  • Attend/host pre-construction meeting prior to work commencement.
  • Coordinate schedule and required resident notices with Property Management.
  • Sign-off on punch lists/completion of projects
  • Assist RPMs with any problems or concerns in relation to construction, i.e. scope of work, quality control and unforeseen issues.

Supervise Capital Improvement projects for properties not being performed by Construction Partner that involve multiple trades or require construction experience or knowledge.

  • Provide budget estimates for Capital Improvements projects to Property Management/Asset Management
  • Execute the scope and bid development for Capital Improvement/Construction & Repair projects to include all construction trade and service vendors.
  • Execute buyout phase for each capital improvement project.
  • Serve as Owner's representative during construction of projects to enforce quality, monitor contractor expenses and coordinate any action between contractor and Property Management.
  • Build a database of local contractors, architects, engineers, and vendors that will assist LMH in the future to develop and maintain the PPV program.
  • Review and approval of Project Approval Forms (PAFs).
  • Assist in tracking and monitoring of environmental/historical/cultural resource requirements within the PPV boundaries.
Qualifications:

What You Need for Success:

  • Minimum 3 years of construction Management experience including leading-scale residential construction or similar projects through design, build, and ongoing renovation/capital improvements.
  • Bachelors degree in Construction Management, Civil Engineering, Construction Engineering, Construction Management or a related field preferred.
  • Experience managing multiple construction projects at once.
  • Experience managing indirect complex teams and 1 or more individuals directly.
  • Proficient in construction safety regulations and standards.
  • Excellent communication and interpersonal skills.
  • Ability to negotiate and resolve conflicts effectively.
  • Proficient in MS Excel, Word, and PowerPoint
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
  • Must be able to lift and carry up to 50 lbs.
  • Must be able to talk, listen and speak clearly on telephone.
  • Must be able to travel 35%.
  • Valid drivers license and the ability to obtain base access is required.

Pay Range $95,000 - $105,000 annually plus bonus
