Overall description: The Construction Department Manager will be responsible for managing the site's engineering contractors (all disciplines). This position will manage field execution, safety, and construction contractors on multiple capital projects at existing Chemical Manufacturing site. This role is heavily field based and will eventually take on additional project type work such as constructability design, staffing, scheduling, reporting, etc. based on candidate skill. KEY DUTIES: As the manager responsible for contractor activities, the results of decisions made will impact on the performance of the site as a whole. To be responsible for the development, implementation, and monitoring of medium-term plans to ensure the achievement of site objectives. The job holder is responsible for prioritizing multiple activities using mainly external (contracted) resources. To resolve problems, some of which are complex in nature, sometimes in the face of limited or vague information, that may affect multiple disciplines and departments. Problem solving may require team and peer review before a solution is resolved. Lead/participate in job safety and engineering reviews including carrying out risk assessments for contractor activities. To have significant influence internally at all site levels and with external engineering contractors, suppliers and regulators. The role requires significant commercial and engineering acumen to control costs to set budgets and to manage delivery of work to required standards. To manage contractor, SHE performance to meet required standards. The job holder is expected to drive continuous improvement in all aspects of their area of responsibility, including use of resources, processes and new ways of working and to contribute to innovation across the site. The job holder is expected to make frequent decisions, without referral, some of which will be complex in nature. The job holder will define policies in the area of contractor management. Day-to-day coordination of various contractors. Prepare and provide permits for all contractors on a daily basis, lead toolbox talks, and perform JSA's. Monitor and ensure construction quality. Monitor and report contractor performance. Assist with administering construction contracts. Monitor contractor hours and T&M work as needed. Attend bid meetings and provide input into bid scopes. All other duties as assigned by management. Experience & Skills Desired Engineering or technical degree preferred 10+ years of experience, with at least 5 years managing construction Strong, broad background in construction encompassing buildings, chemical process equipment and piping, electrical / instrumentation and civil site prep is ideal. Refinery, Chemical, Pharmaceutical industry experience required. Knowledge of safe work practices related to construction (OSHA 29 CFR 1926). Commissioning and troubleshooting experience a plus. Must be able to read and understand P&ID's, isometric piping drawings, wiring diagrams, single line diagrams, equipment drawings, and steel erection drawings.
