Job DescriptionJob Overview: The Pre-Construction Manager supports the Engineer Procure Construct (EPC) project team and is responsible for front-end planning (FEP) day-to-day operations and deliverables. The Manager oversees project proposals from estimation to completion and may also be the Project Construction Manager early on. Responsibilities include improving preconstruction and risk management processes, verifying market values, updating estimating databases, procuring materials, and collaborating with stakeholders to plan cost factors for construction projects. Additionally, the manager analyzes construction documents to prepare time, cost, and labor estimates, being accountable for their accuracy and quality. ResponsibilitiesKey Tasks and Responsibilities:
- Assist in developing pre-project approval documents, including project charter, project management plan, project kick start, estimate, and milestone schedule creation.
- Receive design details from the design team with a complete understanding of project deliverables to coordinate bid package development and release for construction bidding and field execution.
- Develops and manages scopes of work for all trades, including responsibility matrix, distribution of plans and specifications, pricing, bid solicitation, and coordination for vendors and subcontractors.
- Ensure design progress and deliverables are met in adherence to established project key components.
- Actively communicate and interface with Executive Leadership, Suppliers, Regulatory Agencies, Local Communities, and other stakeholders.
- Participate in compiling technical responses and qualifications for RFPs and RFQs. Compile and manage the RFP/RFQ process.
- Direct and execute installation, construction, and commissioning of assigned projects.
- Collaborates with operations and field staff to develop more economical ways to construct projects during preconstruction.
- Gains field operational exposure through on-site project support as opportunities exist.
- Control the project budget, including cost forecasts, cash flow projections, and regular reporting.
- Leverage technical, commercial, and financial expertise to support and guide the broader team toward the overall project, business unit, and corporate targets.
- Provide training and mentorship to others.
- Support in creating, taking ownership over, and actively managing not only each project capital budget but balance +/- variances across your portfolio of projects.
- Assists with system analysis of building components and MEP systems and assists operations staff on project logistics, staging, phasing plans, and coordination.
- Contractual/Commercial:
- Coordinate with Estimating to obtain the required adjustments to the final project estimate during the contract negotiation phase.
- Assist the Preconstruction team members, Construction Director, and SPM in negotiation and tracking, taking the lead as necessary/applicable and serving as a contract/subject matter expert.
- Manage and fulfill any pre-contract or limited notice to proceed with reporting or compliance requirements with clients, government authorities, etc., until handed over to the project operations team.
- Project Planning and Management:
- Together with the Permitting Manager, initiate communication with local municipalities regarding requirements, permitting, restrictions, and construction coordination.
- Coordinate subcontractor bid lists with Procurement for budget pricing and bidding.
- Manage distribution of current design documents for subcontractor budgeting and bidding and ensure sufficient subcontractor input.
- Attend pre-bid meetings and subcontractor site walk-throughs.
- Support the Lead Estimator or Preconstruction Manager in the set-up of the estimate, estimate schedule, and responsibility matrix.
- Perform quantity take-offs, analyses, estimates, and studies for all assigned trades and building systems.
- Provide pricing for value engineering, alternates, options, and special studies as required.
- Lead, contribute, and coordinate constructability reviews, ensuring they are completed on time and incorporated into the milestone estimates to the extent required by the contract.
- Manage coordination with supporting functions such as:
- Estimating Support:
- Work with the estimating team on projects they are focusing on to gain early knowledge of the project, which will help with project planning and the initial project plan and ensure all aspects of the program are accounted for in the estimate.
- Coordinate with Procurement to obtain updated quotes for scope areas requiring materials or subcontractors.
- Coordinate with the Engineering team on the initial engineering or required subcontracting or Procurement under limited notices to proceed, purchase orders, or as otherwise authorized by clients.
- Establish a buyout by leveraging positive ''gaps'' between estimation and NTP from the owner.
- Assist the Procurement team with subcontract and supplier negotiations and be a contract/subject matter expert as required.
Qualifications
Essential Qualifications and Education: - A valid and unrestricted driver's license is required
- Bachelor's degree in construction management, engineering, or related field (Preferred)
- Minimum of 10-15 years of industrial construction experience with project management, leadership positions, and estimating experience
- Experience in multi-discipline designs, engineering interfaces, and all phases of on-site construction
- Construction, Energy Transition, Oil and Gas, and Energy Industry are a plus
- The ability to manage fast-paced, high-stress environments with competing priorities, conflicting deadlines, changing instructions, and strong personalities makes sense
- Experience auditing the completeness and accuracy of other team members' take-offs, estimates, and proposals
- Strong negotiations skills & strategic perspective

- Knowledge of field operations through project support.
- Ability to prepare quantity surveys
- Knowledge of Lean process and philosophy
- Knowledge of specific trades and scopes of work (Intermediate)
- Ability to develop proficiency in Lens, Revit, or ASE software
- Must be able to lift to 50 pounds
- Will require periods of overnight travel or consecutive nights of travel
- Must be willing to work non-standard business hours for proposal response and review timelines and willing to travel occasionally
- Typical office environment but may be exposed to various weather conditions and physical demands on construction sites.
