Construction Manager RepresentativeJob Description:The Construction Management Representative (CRM) will oversee the execution of demolition and reconstruction activities for boardwalk repairs at Perdido Key and Davis Bayou. The CRM will act as the liaison between the construction contractor and stakeholders, ensuring compliance with project specifications, timelines, and quality standards.Key Responsibilities:
  • Manage day-to-day on-site construction activities for the boardwalk repair projects.
  • Ensure compliance with the Construction Scope of Services (SOS), safety regulations, and material specifications.
  • Monitor project progress and provide regular updates in the Project Management Information System (PMIS).
  • Oversee demolition, replacement, and reconstruction of the boardwalks, ensuring materials used are resilient to storm surges.
  • Coordinate inspections and resolve on-site issues, ensuring timely completion of deliverables within budget
Performance RequirementsOn-Site CRM Performance Requirements:Communications:
  • The CRM must communicate any concerns or discrepancies identified during construction directly to the Design and Construction (DSC) team, not the Park/Region/Contractor.
  • If the CRM observes non-conformance by the contractor, it must be reported only to the DSC, not the contractor or Park/Region.
  • Notify the Contracting Officer's Representative (COR) promptly of any issues or concerns.
  • Maintain professional, neutral, and clear communication with all stakeholders.
  • Keep procurement-sensitive information confidential from the contractor.
  • Meetings:
  • Organize, attend, and facilitate meetings such as progress meetings, inspections, and negotiations, ensuring clear communication between all parties.
  • Attend construction contractor safety meetings and document the outcomes.
  • Facilitate and document meeting notes within one business day, using the provided template.
  • Observation and Documentation of Construction Progress:
  • Observe and document the construction contractor's work for quality, compliance, and safety standards. Daily reports must be uploaded weekly.
  • Include photographs with clear documentation in daily logs.
  • Monitor compliance with Accident Prevention Plans (APP) and safety standards, documenting any issues.
  • Ensure project record drawings are updated and reflect any changes.
  • Administrative Documentation Requirements:
  • Review contractor submittals for completeness, ensuring compliance with contract documents.
  • Verify the accuracy of contractor progress schedules and payroll logs, conducting labor interviews and comparing contractor payrolls to Department of Labor standards.
  • Ensure accuracy in Requests for Information (RFIs) and submittal tracking.
  • Monitor and document materials delivered on-site to ensure compliance with approved submittals.
  • Quality Control (QC) Inspections:
    • Facilitate and document all preparatory, initial, and follow-up inspections in line with the project's quality control requirements.
    Contract Changes & Disputes:
    • Assist in managing contract changes, disputes, and documentation of Requests for Proposals (RFPs), ensuring proper organization and documentation of negotiations.
    Job RequirementsMinimum Qualifications
    • Education/Experience. The CMR shall possess the following qualifications:
    • educational and professional qualifications in Engineering, Architecture or Historic Preservation in addition to Construction Management.
    • project experience on buildings that follow The Secretary of the Interior's Standards for the Treatment of Historic Properties.
    • experience on construction projects that are similar in scope, magnitude and complexity outlined in the project description, especially on projects with high visibility and historic significance near existing facilities, urban environment and involving public visitation and park operations.
    • Technological knowledge. The CMR shall possess:
    • the abilities such as, but not limited to, utilizing the PC and accessing the internet to perform technological responsibilities such as the CM software management requirements; facilitation of on-line meetings; cost estimating and scheduling software; ability to use Word, Excel, Adobe PDF, MS Project, MS Teams, Oracle Primavera Project and any other systems typically utilized for construction management services.
    • Technical abilities. The CMR shall possess:
    • the ability to read, interpret and understand the Construction Contract and associated Plans and Specifications for the described construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications, Occupational Safety and Health Administration (OSHA) 30-hour construction safety training, knowledge in construction practices including applicable building codes, applicable safety regulations, ability to perform pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
    • the ability to develop cost estimates for construction modifications. Estimates shall be broken down at a minimum to labor, equipment, materials, overhead and profit.
    • the ability to evaluate contractor proposals broken down to the level of labor, equipment, materials, overhead and profit.
    • the ability to define and document scope changes either required by the owner or a result of a differing site condition.
    • the ability to understand and document negotiations between the Government and Construction firm for the technical scope requirements, labor, equipment, material, overhead and profit.
    • the ability to read and interpret the construction schedule to evaluate and document progress.
    • the ability to evaluate payment requests as they relate to percentages/dollars/activities - services received by the Government that can be paid for.
    • the ability to facilitate weekly progress meetings (or other meetings) and develop complete, concise meeting minutes.
    • Other requirements. The CMR shall:
    • have no conflicts of interest, i.e. family members or stock with the associated construction firm.
    • not disclose any information that is procurement sensitive.
    • maintain ethical behaviors and practices.
    • be responsible for coordinating Construction Contractor's efforts with the clients daily operations.
    Physical Demands and Environmental
    • Constantly communicating with others to exchange information.
    • Constantly repeating motions that may include the wrists, hands and/or fingers.
    • Constantly assessing the accuracy, neatness and thoroughness of the work assigned.
    • Occasionally ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.
    • Occasionally moving self in different positions to accomplish tasks in various environments including tight and confined spaces.
    • Occasionally remaining in a stationary position, often standing or sitting for prolonged periods.
    • Occasionally moving about to accomplish tasks or moving from one worksite to another.
    • Occasionally adjusting or moving objects up to 50 pounds in all directions.
    • Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind.
    • Occasional noise while on construction sites.
