Position Description
The construction section of Construction Program Division provides contract management, inspection, construction materials testing and constructability reviews for Harris County horizontal construction projects. Projects can include clearing, public and private utilities, sidewalks and trails, parking lots, traffic signal, bridges, and roadways. The Construction Program Manager will lead a team comprised of construction managers, chief inspectors, inspectors, and a construction on-call maintenance team. The Construction Program Manager position will take the leadin overseeing staff to ensure consistency and compliance with practices and procedures as well as monitor, guide and promote cohesion between all team members.
JOB DUTIES:
* Supervise of 60+ employees.
* Manage construction of different funding programs
* Perform authorizations, intra and interagency coordination, supervision of staff and resolution of project related issues.
* Conduct project site visits, attend field meetings and provide guidance and support to project team members in the field.
* Review the project team's inspection and management documentation for consistency and compliance with current policies and procedures.
* Provide high-level review of plans and monitoring of construction activities to ensure consistency between construction teams and compliance with contracts and specifications.
* Review Change Orders for compliance with Harris County procedures and best management practices and prepare associated Commissioner's County documents.
* Organize and conduct training and team building activities.
* Assist with recovery efforts following local disasters.
* Adapt to emergency or high priority situations as needed.

Requirements
Education:
* Bachelor's degree in civil engineering or related field
Experience:
* Minimum of eight (8) years of professional experience in combined design and construction management
Licensure:
* Licensed Professional Engineer in the State of Texas
* A valid Texas driver's license and ability to drive to various job sites.
Knowledge and Skills:
* Supervisory experience
* Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
* Ability to read and interpret specifications, plans, contract language and engineering studies.
* Excellent written and verbal communication skills using proper grammar, punctuation and spelling.
* Computer knowledge and experience using web applications and project management software.

Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Hybrid schedule: Three days in the office and two days working from home.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
