THE POSITION

Construction portfolio consists of projects located within other Commonwealth agency facilities such as Department of Corrections (Correctional Institutions), Department of Human Services (State Hospital and Center Facilities), Pennsylvania State System of Higher Education (Universities), Department of Military & Veterans Affairs (Readiness Center and Veterans' Hospital), Department of Conservation and Natural Resources (Flood Control and State Parks), and Pennsylvania Department of Transportation (headquarter building).
This position is home headquartered; however, daily travel to job sites in the following Eastern Region counties is required: Bucks, Bradford, Carbon, Chester, Columbia, Delaware, Lackawanna, Lehigh, Luzerne, Monroe, Montgomery, Northampton, Philadelphia, Pike, Sullivan, Susquehanna, Wayne, and Wyoming. In addition, you may occasionally be asked to travel to the following counties outside of the Eastern Region: Berks, Lancaster, Lebanon, Montour, Northumberland, Schuylkill.
DESCRIPTION OF WORK
This position reports directly to the Regional Director and oversees a team of Assistant Construction Project Coordinators who assist in coordinating capital improvement projects for Commonwealth agencies and higher educational institutions within DGS' Eastern Region.
Duties include directing, through subordinate staff, the management of construction and renovation projects; providing direction and technical guidance; reviewing project schedules and resolving construction problems and disputes; attending a variety of pre-construction and construction meetings, ensuring action items and project concerns are followed up on; serving as a liaison with Client Agencies, Professionals and Contractors; assisting in the preparation of project specifications; ensuring construction is in accordance with approved plans, specs, general conditions, laws, regulations and procedures; reviewing and monitoring extensions of time, schedule of values, change orders, schedules and requests for information; monitoring project progress to ensure adherence to project schedules; problem-solving; using construction computer software; generating various documents and reports in the IT system; representing the Department in claims/disputes; ensuring effective and efficient customer care to all client agencies and stakeholders, and performing all supervisory duties.

Work Schedule and Additional Information:
+ Full-time employment
+ Work hours are 7:00 AM to 3:30 PM, Monday - Friday, with a 60-minute lunch.
+ This position is home-headquartered, however daily travel to construction projects is a requirement.
+ Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
+ One year as an Assistant Construction Project Coordinator, DGS; or
+ Five years of professional building construction administration, construction planning, or construction project engineering experience for renovations and new construction of commercial, institutional, or educational buildings; or
+ An equivalent combination of experience and training.
Special Requirements:
+ You must possess and maintain an active non-commercial Pennsylvania Class C driver's license or equivalent.
Additional Requirements:
+ You must currently reside in or be willing to relocate prior to employment to Berks, Bucks, Chester, Delaware, Lancaster, Lebanon, Montgomery, or Philadelphia County.
+ You must be willing to travel to counties inside and outside of the Eastern Region.
+ You must be able to perform essential job functions.
Preferred Qualifications (not required):
+ Experience directly managing employees.
+ Knowledge of Critical Path Method (CPM) construction schedules.
+ Previous work experience on construction projects that utilized separate multiple Prime Contractors to perform the work.
+ Experience writing, generating correspondence to contractors, design professionals, and/or clients regarding project issues, conditions, or potential actions.
+ Experience conducting construction meetings.
+ Experience reviewing or negotiating construction change orders.
+ Microsoft Office Suite and/or Construction Management Software experience.
