These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.Plans, coordinates, organizes, oversees, and manages activities regarding the construction and maintenance of assigned structures, facilities, and systems. Throughout the County to ensure compliance with local, state, and federal mandates and guidelines.Prepares and reviews invitation for bids by conducting constructability reviews, review of engineer's calculations, and perform plan checks.Negotiate and supervise contract negotiations; ensure contracts are executed in accordance with laws and regulations.Facilitate administration of construction contracts; review and approve contract change orders, time extensions and modifications; settle contract disputes; monitor progress, approve payments, and ensure contract in compliance.Coordinates and monitors budget preparation for construction projects.Conducts field inspections, including inspections of facilities, structure, systems, drainage structures, bridges, roadways, traffic signals, signs, and guardrails.Visit sites regularly during construction including bid walks, preconstruction walks, in-progress visits, punch walks, and closeouts. Attends status and coordination meetings.Conduct and document quality assurance and safety inspections throughout the construction process, ensuring that the work environment is acceptable, and that tools and equipment are in good working condition.Maintains documentation of project work, including, but not limited to permits and applications, contract documents, addendums, copies of reference standard specifications, project schedules, show drawing and submittals, change orders, project budget and cost information, weekly update logs, daily logs, field drawings, field test results, project studies and reports, prevailing wage reports and documents, contractors' insurance.Coordinate activities with other departments, contractors, developers, engineers, and outside agencies.Collaborates with clients, supervisory staff, contractors, and design professionals to discuss and resolve problems, including work procedures, complaints, and construction or design issues.Prepare a variety of written communications, including analytical reports and correspondence.Make oral and graphic presentations or prepare materials for presentation to boards, commissions, and community groups; answer questions, provide information and assistance to the public.Prepare and submit reports to meet state and federal requirements for county capital improvement projects.Use standard office equipment, including a computer, in the course of the work; drive a motor vehicle to attend meetings and inspect project sites.Performs other related duties as assigned.MINIMUM QUALIFICATIONSKnowledge of: Construction methods and techniques; principles and practices of construction program management; principles and practices of construction inspections; applicable federal, state, and local laws, codes, and regulations related to construction; principles and practices of contract negotiation,; budget development and administration; construction bid and negotiation process; business letter writing, report preparation and presentations; safety practices, safe work methods, and safety regulations; various computer software programs used for construction management.Ability to: Facilitate activities related to construction projects; understand and interpret engineering plans and specifications; conduct inspections and identify problems or safety hazards; administer contracts; apply laws, regulations, codes and county policy governing construction projects; resolve dispute with contractors, engineers or stakeholders; prepare technical reports, or correspondence and maintain records; work effectively on multiple assignments; establish and maintain effective working relationships with those contacted in the course of work; and communicate clearly and concisely in both oral and written form.Education and Experience:Bachelor's degree in engineering, construction management, or related field and two years of full-time experience that would demonstrate the possession of the above knowledge and abilities, preferably one year in public works; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.SPECIAL REQUIREMENTSEssential duties require the following physical skills and work requirements:Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to see and make observations, perform close-up work, discriminate the full spectrum of colors; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as drafting, typing, data entry or use of other office equipment or supplies; occasional walking on uneven terrain at construction sites; ability to operate a motor vehicle; may need to attend meetings outside of normal working hours.Disaster Service Workers:All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.License or Certificate: Must possess and maintain a valid California Driver's License.Need Help?For application or login problems, please click Menu on the upper left hand corner and select or call the NeoGov/Government Jobs customer service hotline: (855) ###-####.
