Project ManagerDepartment of Public Works/Bureau of Engineering Class Title: Project Manager Department of Public Works/Bureau of Engineering Class Definition: Working under the supervision and guidance of the City Engineer and Director of Public Works, the incumbent manages a variety of construction projects including but not limited to roadway, sewer, masonry, retaining walls, traffic signals, etc. This position will also perform construction inspection services for both City and non-City sponsored projects and will be expected to quickly become fluent in all Departmental software including AutoCAD, ARC GIS, and other related software in order to render drawings and schematics.Essential Duties and Responsibilities: These duties are not intended to be all inclusive or exclusive, just illustrative of the kind of work to be performed.
  • Develop, plan, schedule, direct and manage project development from beginning to end. Develop best practices and tools for project execution and management.
  • Define project scope and deliverables that support business goals in collaboration with City management. Plan and schedule project timelines and milestones using appropriate tools. Track project milestones and deliverables
  • Effectively communicate project expectations to team members in a timely and clear fashion.
  • Effectively communicate with city departments and upper management on an ongoing basis.
  • Set and continually manage project expectations with team members and customers.
  • Prepare bid documents, review bids and make recommendations for bid awards. Draft and submit budget proposals and recommend subsequent budget changes where necessary.
  • Administer contracts
  • Maintain accurate and reliable records, plans, & drawings of City infrastructure
  • Work with Grants Coordinator on various Federal, State and Local grants for projects to meet compliance.
  • Identify and manage project dependencies and critical path. Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Develop and deliver progress reports, proposals, requirements documentation and presentations to the project team, analyze results, and troubleshoot problem areas.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Coach, mentor, motivate and supervise project team members and subcontractors, and influence them to take positive action and accountability for their assigned work.
  • Build, develop, and grow business relationships vital to the success of the project.
  • Conduct project lessons learned meetings and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Observe rules and practices on quality of work, public conduct and effective and courteous service to the public and community.
  • Provide effective customer service with courtesy and understanding to our customers, citizens and internal departments.
  • Perform related work as may be required.
Physical Demands: Must possess mobility to work in an office and fieldwork setting and to use all related equipment including but not limited to CAD, GIS and other software, level, analytical instruments, computers, and other equipment utilized in the performance of this position. The employee must be able to operate a vehicle in order to travel to various sites within the City. Employee may have to travel out of the City to attend meetings or conferences. Must be able to work outdoors to inspect, maintain, calibrate, or measure various t; infrastructure, occasionally works near vehicular traffic, construction equipment, on uneven ground, and/or in high precarious places. Strength to lift and carry materials and equipment up to forty pounds, specific vision abilities to read printed materials, operate surveying equipment, and a computer screen; and hearing and speech to communicate in person, over the telephone and/or radio.Minimum Qualifications Required:
  • Bachelor's Degree in appropriate field of study and 2-4 years of field experience
  • Considerable experience in Highway Construction and/or Traffic Engineering work
  • Project Management Professional (PMP) certification is a plus, if not then the ability to obtain certification within 12 months
  • Familiar with public construction concepts, practices and procedures.
  • Equivalent combination of related education and experience.
  • Must possess valid PA Driver's License
