Job Description:

I. General Summary: Oversees and coordinates the planning, implementation, and supervision of the project team quality control program. This includes working with Project Managers, employees, vendors, consultants and outside agencies to provide Quality Assurance and Quality Control (QA/QC). II. Authority/Clearance: The QC Manager shall report to the Contractor's home office management team and not to the Project Manager on site. His autonomy in managing and enforcing the quality control program is critical and shall be reviewed and tested periodically by the Government. III. Principles, Duties, and Responsibilities: Responsible for developing, implementing, leading, training, and performing Quality Assurance/Quality Control (QA/QC) activities, procedure development and revision process. Responsible for developing and implementing an over-arching Quality System Plan (QSP), complementing specific task order (TO) Quality Control (QC) requirements. Ensures over-arching QSP is reviewed, updated and approved by the Government annually or as required Responsible for developing and implementing each TO QSP and applying QA/QC activities to any revised task order quality deliverables During the earliest practical phase of any TO, coordinate with PM the implementation of a complete review of the contract requirements to identify all test and inspection resources necessary to ensure that non-conforming products or services can be identified and corrected in a timely manner. Ensures compliance with national and international standards, considers the application of environmental and health/safety standards Establishes and maintains controls and documentation Collates and analyzes performance data and charts against defined parameters, and ensures tests and procedures are properly understood and executed Maintains records of all inspections and tests to demonstrate that the quality approach satisfies contract requirements Responsible for timely and accurate reporting on quality Responsible for CPI; monitor effectiveness of quality system; recommend process performance improvements; and continually improve quality processes as applicable to work CONUS and OCONUS Responsible for periodic, routine and scheduled inspections of all aspect of contract performance Ensures corrective measures eliminate deficiencies and reoccurrence Provides technical assistance to the corporate leadership team and senior customer representatives related to audit results and compliance issues within client regulatory environment Recruits, develops, mentors and manages assigned CONUS/OCONUS personnel Promotes quality assurance and control to verify operational compliance to contract performance requirements, regulatory environment, and policies and procedures within the corporate line of business through the conduct of compliance-oriented audits Coordinate with Program manager the development of an acceptance test plan for procured equipment and material to ensure final products meet or exceed acceptable quality levels. Implements a complete quality control program that identifies potential and actual problem areas in providing requirements of the contract as specified, and the results of corrective actions taken throughout the life of the contract Assures that the processes, procedures and methodologies established to maintain quality control as identified in the Quality Control Plan are implemented. Develops and manages company-wide Improvement Assessment approaches. Works effectively with upper management and functional staff members to achieve these on a company-wide basis through staff participation, strategic planning, training and quality tools. May be required to travel to and work in dangerous areas including theaters of operations, combat zones, partner nations, remote, high-risk, austere, and geographically diverse locations for specified periods of time. Perform Quality Control preparatory meetings, inspections and paperwork. Assists the Project Manager to prepare and administer Quality Control, Safety and Environmental Protection Plans. Maintains and enforces safety regulations and building code requirements. Develops quality control reports, post construction reports and detailed progress reporting (in house). Assures that all materials, workmanship and construction are in full compliance with the contract plans and specifications, and all applicable building codes. Submittal review and approval, including recommendations for variations, value engineering, and betterments. Prepare and communicate testing and inspection results to supervisors, ensuring that quality standards are met. Performs inspections as needed. Prepare and maintain inspection and performance records daily. Holds daily preparatory meetings with subcontractors and all concerned parties as needed to define QA/QC and safety policies and procedures with each newly definable feature of work. Assists the Project Manager to coordinate, supervise, or manage, on-site personnel and subcontractor work. Tracks, maintains records of, and follow-up on all warranty issues related to projects. Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents. Supporting and assisting with process improvement projects aimed at improving quality, productivity and workmanship. Comply with all OSHA rules and regulations. Earn, maintain and keep current personal accreditations (State, ACI, ICC, NICET, AWS, etc.). IV. Knowledge, Skills, and Abilities Required: The Contractor Quality Control (CQC) Manager shall have experience implementing construction quality control programs for similar projects. College degree in Engineering, Architecture or Construction Management or technical field. A combination of direct experience and education may be considered in lieu of College degree. In addition, experience shall include a minimum of 8 years implementing construction quality control programs for similar projects, or. High School education with 15 years of construction experience and successful completion of a company or union sponsored training program in the discipline to be inspected. In addition, experience shall include a minimum of 10 years as a tradesman including 5 years in the performance of QC inspection activities. Corps of Engineers and Naval Facility Engineering Command Training Course - CONSTRUCTION QUALITY MANAGEMENT FOR CONTRACTORS is strongly desired. Proficient in Microsoft computer applications with advanced skills in scheduling software, Microsoft Project. Must have strong interpersonal skills and work ethics. Must be able to communicate the work requirements with various staff and subcontractors. Ability to prioritize, organize and work well under stress and maintain deadlines. Ability to work flexible hours in order to meet deadlines. Knowledge of acceptable construction site practices including occupational safety and health regulations. Ability to communicate both orally and in writing with internal and external clients and co-workers. Knowledge of applicable building codes and regulations. Must be detailed oriented with the ability to produce high quality workmanship. Knowledge of ISO 9001:2015 V. Software Proficiency Desired: Microsoft Office VI. Requires the Ability to Operate Equipment such as but not limited to: Tools of the trade Computers VII. Working Conditions: Must be able to handle criticism and remain calm in and effective in highly stressful situations.
