GoldenWolf has a unique opportunity as a Construction Scheduler to work for the United States Corps of Engineers Louisville District to support various Department of Defense organizations in the management and execution of major construction initiatives. This position requires Integrated Master Schedule (IMS) and Earned Value analysis experience utilizing the Critical Path Method (CPM) in Oracle-Primavera software using specialized USACE and DoD software (P2, RMS, CEFMS, CWEFD) as well as basic off-the-shelf commercial computer systems (Primavera P6, Deltek Acumen Fuse, Microsoft Project, Business Objects, and MS Office applications).

Responsibilities/Duties:

  • Facilitate the development and maintenance of Integrated Master Schedules for assigned projects using the latest version of Primavera P6 and within the USACE Programs and Project Management System (P2).
  • Develop, update and maintain relevant project/District specific project schedule reports, including analysis of project performance. The reporting audience includes District leaders, the project delivery team (PDT), and other stakeholders. Maintain existing workload analysis, milestone, and contract status reports. (Familiarity with SAP Business Objects or other web/business intelligence software is encouraged to facilitate the creation of reports.)
  • Partner with General Contractor, Designer of Record (DOR), Commissioning Agent, and VA Hospital Scheduling, Construction, and Project Management teams to ensure contract schedule compliance, effective forecasting, schedule trend analysis, and scheduling adherence to industry standards and norms.
  • Proactively engage with program/project functional area leads to collect and update schedule data and facilitate the integration to lower levels using Work Breakdown Structure (WBS) and project code structure.
  • Monitor the schedule by using critical path analysis and other scheduling techniques to track schedule progress and ensure schedules are achievable. Review the Contractor's Preliminary and Initial Project schedule submissions for accuracy, logic, and compliance with the contract requirements
  • Validate earnings analysis in support of contractor invoice payments, as required.
  • Assist in all schedule and cost claims analysis, as directed by the Contracting Officer (KO) or Administrative Contracting Officer(ACO).
  • Cultivate and share experiences with project partners and encourage teammate access to and integration of ideas into the project schedule,
  • Walk the project site and develop relationships with field personnel to establish trust and assist in the identification and sharing of value-added opportunities relative to project cost/schedule.
  • Demonstrate Creativity, Curiosity, and courage in interactions with team members, contributing to the resolution of project schedule challenges.
  • Implement Earned Value Management (EVM) techniques (not the full ANSI standard) on the VA Division projects as required.
  • Attend PDT meetings to conduct live schedule updates, offer scheduling best practices, ask leading questions to ensure the PDT has put sufficient detail in the schedule, and participate in the PDB to answer questions regarding EVM. Milestone reports and general schedule-related questions.
  • Conduct data quality reviews throughout the process.
  • Work with the project management team to ensure items on the risk register are input within the schedule and codes
  • Collect available program and project schedule data and validate it against Corps systems such as, but not limited to, P2, Corps of Engineers Financial Management System (CEFMS), Corps of Engineers Resident Management System (RMS), Business Objects, and the Enterprise Data Warehouse. (Training is to be provided by USACE, as needed.)
  • Provide Primavera and report writing training, including lessons learned, to District staff, as needed.
Requirements

Minimum Qualifications:

  • Citizenship: U.S. Required
  • Bachelor's degree in a technical field, preferably engineering.
  • 10 years experience in developing and maintaining an Integrated Master Schedule for large multi-site projects with a minimum of 5000 activities.
  • Demonstratable experience in supporting contract change management and claims resolution.
  • 5+ years of Large Construction job site field experience, including familiarity with Safety and Quality norms and standards in the industry.
  • Advance expertise in MSProject or Primavera, project/construction scheduling principles and processes, and EVMS.
  • Willingness to travel to the project job site for 5-10 days per month or as required by the KO.
  • Demonstrated ability to work on a team
  • Demonstrated proficiency in Microsoft Office products
  • Excellent communication skills (written and oral) as well as customer service skills due to daily interaction with various levels of rank, authority, and positions (military and civilian).

Additional Qualifications:

  • MS in a technical field, preferably engineering
  • DOD project management experience
  • Veterans are strongly encouraged to apply.
  • Understanding of DoD acquisition, funding, and construction processes to include project development, procurement, design, construction, initial outfitting, and transition to full operations.
  • Health Care Facility Construction and Activation Experience a Plus
  • Program Management Professional (PMP) or DAWIA Level I-III Certification
  • Periodic travel may be required (up to 10 business days in duration)
  • RMS proficiency
