Overview:

We are seeking a highly skilled Construction Superintendent/QCM with extensive experience in quality control, safety, and supervision. The ideal candidate will have a proven track record of managing complex construction projects, ensuring compliance with safety standards, and maintaining high-quality work in line with government specifications.

Note: This position is for an independent contractor and will be compensated on a 1099 basis.

Location: Portsmouth VA (Norfolk); Onsite 5 days a week

Key Responsibilities:

  • Develop, implement, and administer the approved QC Plan. Execute the Three Phases of Quality Control.
  • Ensure project deliverables meet all NAVFAC and government specifications through meticulous quality control processes.
  • Review the baseline schedule with PM and coordinate onsite work with subcontractors onsite based on the approved baseline schedule.
  • Coordinate with NAVFAC ET and CM to schedule inspections, monthly invoices, outages, building access for subcontractors, etc.
  • Perform necessary inspections and monitor the installation of all construction systems and materials. Review and approve all contract submittals before submission to NAVFAC and maintain the approved Submittal Register. Prepare and submit RFIs and maintain RFI log.
  • Prepare and submit outage requests as required.
  • Prepare agenda and 3 week look ahead for weekly QC meetings.
  • Run QC meetings and prepare minutes of the weekly/bi-weekly meetings.
  • Conduct thorough, sequential inspections of in-progress and completed work. Inspect materials and equipment used for installation. Compile all inspection and test reports and submit them to NAVFAC periodically.
  • Report and record deficiencies on the non-compliance check-off list. Enforce effective and timely corrective actions of deficient work and materials, and ensure it is completed.
  • Updated redline drawings onsite, maintain daily quality logs, and prepare project close-out documentation. Ensure that as-built drawings are updated daily or as required and reflect work performed.
  • Proficient in creating and reviewing Activity Hazard Analysis (AHAs).
  • Conduct daily toolbox talks, safety inspections, and safety training sessions for on-site personnel. Enforce OSHA standards and EM 385-1-1 protocols. Prepare and maintain safety documentation, including updated Safety Data Sheets (SDS).
  • Prepare daily QC and production reports per specifications.

Required Qualifications:

  • At least 7 years of experience in construction quality control, safety and supervision.
  • Ideal Candidate must have the following certifications: QC certification, OSHA 30/40, EM385 CPR first aid.
  • Must possess strong knowledge of NAVFAC specifications and must adhere to safety and quality standards.
  • eCMS experience
  • Basic computer literacy

Additional Information:

  • Work Environment: On-site work only. Traveling to construction sites is a must.
  • Pay Range: $42-$55 per hour
  • Contract Duration: 8 to 10 months
