In our 55-year history Rockford has predominantly performed work on government fuel, tank, and utility projects. Rockford Corporation specializes in the construction and repair of steel tanks, fueling and utility systems for the military. It has successfully completed fuel and utility-related construction projects for the Alaska District U.S. Army Corps of Engineers, Naval Facilities Engineering Command and U.S. Coast Guard. The Construction Superintendent works under the supervision of the general superintendent or project manager. The primary responsibilities of this position is to direct, manage, supervise and coordinate all work on the project inclusive of all trades, subcontractors and company employees to meet the work requirements of the project. Specific duties include: ensuring that the work progresses according to the schedule, that materials and equipment are delivered to the site on time, that the subcontractors are on the project when required and that the activities of the various trades do not interfere with one another. ResponsibilitiesEssential Duties and Responsibilities: Project Superintendents plan, direct, and coordinate a wide variety of construction projects. They may oversee an entire project or just part of one. They must be available-often 24 hours a day-to deal with delays, bad weather, or emergencies at the jobsite. They schedule and coordinate all construction processes, including the selection, hiring, and oversight of specialty trade contractors and labor. The superintendent coordinates and supervises the construction process through final construction, making sure that the project gets done on time and within budget. They often work with owners, engineers, architects, and others who are involved in the construction process. Project Superintendents determine the best way to get materials to the construction site and the most cost-effective plan and schedule for completing the project. They divide all required construction site activities into logical steps, budgeting the time required to meet established deadlines. This may require sophisticated estimating and scheduling techniques and use of computers with specialized software. Project Superintendents assist with the selection and coordinate trade contractors to complete specific pieces of the project. They determine the labor requirements and, in some cases, supervise or monitor the hiring and dismissal of workers. They oversee the performance of all trade contractors and are responsible for ensuring that all work is completed on schedule. Project Superintendents direct and monitor the progress of construction activities. They oversee the delivery and use of materials, tools, and equipment; worker productivity and safety; and the quality of construction. They are responsible for obtaining all necessary permits and licenses and, direct or monitor compliance with building and safety codes, other regulations, and requirements. Supervise on-site work to ensure the work is performed safely and efficiently. Enforce the site specific safety plan and perform periodic safety inspections and walkthroughs as required. Supervise in-house labor. Assist the project manager with ordering all required materials and interact with subcontractors and suppliers. Inspect the work of each trade and confirm that not only the quality of the work is up to standard, but that the work is being built in accordance with the plans and specifications. Ensure that the project maintains the required schedule by organizing, planning, monitoring, and inspecting work. Prepare daily progress reports for work performed. Maintain and enforce safety regulations and building code requirements. Organize and run weekly safety meetings with in-house trade staff and subcontractors. Organize and run weekly progress meeting with staff and Owner's staff. Coordinate the installation of work with Quality Control Plan requirements. Develop and execute detailed work plans for future scheduled work Travel and work on jobsites located within the United States and its territories. Additional Duties: Assist with project estimates, bid packages and schedule preparation and budgets. Assist and support the Quality Manager/Project Manager in the execution of the project's quality plan. Other duties as assigned. Must be eligible for access to government military bases. A background check is required. QualificationsKnowledge & Critical Skills/Expertise:
  • Ability to read and interpret engineering, architectural, other construction drawings, and specifications.

Required Experience:
  • 6 years construction related experience as a Project Superintendent or Foreman on industrial construction projects.
  • 4 years experience as a Project Superintendent or Foreman on tank or fueling system projects
  • Must be approved by the United States Army Corps of Engineers to act as a superintendent on their projects.
  • Must be able to obtain access to Federal installations.
  • Must have strong interpersonal skills and be able to communicate the work requirements with various staff, design team, Owners and subcontractors.
  • Familiar with OSHA construction standards and common safety practices.
  • Familiar with EM385-1-1 construction standards and safety requirements.
  • Ability to prioritize, organize and work well under stress and maintain deadlines.
  • Ability to be flexible and adapt to constant change.
  • Ability to work flexible hours in order to meet deadlines.
  • Exhibit an acceptable degree of self-confidence.
  • Knowledge of acceptable construction site practices including occupational safety and health regulations.
  • Ability to communicate both orally and in writing with internal and external clients and co-workers.
  • Ability to follow directions is a must.
  • Determine the kind of tools and equipment needed to complete each task assignment.
  • Must be comfortable with high intensity work environment.
  • Proficiency in Microsoft computer applications.
  • High attention to detail and quality workmanship.
  • Coordinates, supervises, manages, on-site trades personnel and subcontractor work.
  • Aviation fuel system, ground products fuel systems, power plant construction, and/or tank construction, maintenance or repair knowledge
  • Valid drivers license
  • Ability to perform basic change order cost estimating
  • Ability to perform basic scheduling
  • Contract administration including work plans, daily reports and submittals
  • Extensive knowledge of OSHA construction regulations
  • Extensive knowledge of building codes and standards
  • Understanding of basic mathematics
  • Ability to be flexible and work effectively in a fast-paced environment.
  • Ability to work as part of a team
  • Proven decisiveness and ability to work well under pressure, particularly when faced with unexpected occurrences or delays.
  • Ability to coordinate several major activities at once, while analyzing and resolving specific problems

  • Ability to work more than a standard 40-hour week when the project schedule dictates.
  • Familiarity with Corps of Engineers 3-Phase Inspection procedures
Preferred Experience:
  • Experience with Government contracting a plus.
  • Experience with welding and/or fitting carbon steel and stainless steel pipe.
ADDITIONAL QUALIFYING FACTORS:
  • As a condition of employment, must pass a pre-employment drug screening and have a valid Driver's License and proof of insurance required.
