Description Job Summary Manage and execute the activities associated with construction in accordance with all applicable requirements, ensuring safe, reliable service to customers in an efficient, economical manner. Facilitates training modules between engineering and construction to improve project planning and cost estimating. Coordinates with construction managers, construction front-line leaders, and scheduling leaders to ensure cost-effective construction. Key Results: •Safe/efficient high-quality construction work that complies with policies, practices, and standards. •All internal/external customer-responsive construction support. •Collaboration among engineering, technical services, and construction on project designs. •Completed construction projects which meet customer expectations and budget requirements. •Strategic, effective counseling for company vs. contract scenarios. •Positive relationships with external municipalities and local authorities. •Timely and accurate invoice payments to contractor •Develops a strong working knowledge of current construction contract language, including Service Agreement. Essential Functions Deliver standard onboarding and construction workflow process training (documentation/forms, tie-in plans, material requirements, etc.) for new construction coordinators. Assists construction coordinators with time management and in the preparation of documentation (i.e., invoices, close out job orders packets, WMS Docs) Support construction coordinators on all technical-related aspects of projects from cradle to grave including daily tasks such as technical questions, compliance, pipeline and workplace safety, damage prevention, safe digging practices, etc. Provide pre-job walk support to new construction coordinators. Assist Construction Field Leaders in the verification of construction coordinator competency to oversee individual tasks completed by the contractors by documenting construction coordinator performance and providing construction leadership with performance input. At the direction of local leadership, attend constructability reviews for projects and support internal and external audits. Actively interact with contract crews and leaders to ensure contractor performance adheres to established metrics and policies/procedures. Implement best practices while driving functional consistency, process standardization and operational excellence. Provide Subject Matter Representative guidance when required. Supports and facilitates change management for Gas Distribution construction. Identify and develop areas of opportunities to improve construction coordinator and contractor crew efficiencies around field tasks & processes. Collaborate with peers to ensure that operating standards and construction practices comply with policies and procedures. Effectively use technology, tools, and planning techniques to improve process results while supporting a project management and planning culture. Other duties as assigned Required Qualifications For Position High School Diploma Or equivalent Minimum of five (5) years underground utility construction experience Demonstrated knowledge of gas operations including gas flow, construction, contracts and emergency response Knowledge of local, state, and federal operating codes Strong knowledge of policies, procedures, and standards pertaining to construction. Strong working knowledge of uprating and requalifications; customer service facilities and non-jurisdictional piping; reestablishing gas service; cross bore prevention; the PA Meter Move Out Program. Ability to interpret construction drawings and operations maps Working knowledge of operations support systems, i.e. WMS, DIS, WMS docs, GIS, etc. DL NUMBER - Driver License, Valid and in State Upon Hire Preferred Additional Qualifications for Position Bachelor's Degree In Engineering or Business related field Operations Engineer/Engineering Technician experience Experience in estimating project costs and creating job orders Working knowledge of Excel and Word Physical Demands The preceding description is not designed to be a complete list of all duties and responsibilities required of the position.
