Consultant MandateThe CIRCLE Alliance: Catalyzing Inclusive, Resilient, and Circular Local Economies is a public-private initiative to reduce plastic use and tackle plastic waste. Founded by Unilever, USAID, and Ernst and Young (EY), its aim is to support women entrepreneurs, improve livelihoods, and protect the environment by accelerating the development of circular economies. The project operates in four countries: Vietnam, India, Indonesia, and the Philippines. CIRCLE will build on the successful approaches developed as part of impact enterprise accelerator TRANSFORM and by activities implemented under USAID's Save Our Seas Initiative. CIRCLE will work across three key areas: promoting a circular economy for plastics through grants funding and business consulting to social enterprises, supporting effective and transparent mandatory extended producer responsibility (EPR) policies and implementation, and advancing gender equality and women's economic empowerment. The CIRCLE Alliance is seeking a consultant to support communications for the CIRCLE Alliance in a short-term capacity with a focus on developing foundational documents and templates such as pitch decks for prospective Alliance members, grantee profiles and fact sheets, quarterly and annual reports, web copy, and briefers. The consultant may also draft or review final written documents and conduct copyediting, formatting, and occasionally graphic and visual development. The consultant will support across all workstreams of the program with targeted focus on a) contractual reporting; b) grants; and c) external communications. Under contractual reporting, the consultant will be engaged to support the final copyediting and formatting of CIRCLE deliverables under a set schedule, ensuring it complies with the USAID Style Guide, CIRCLE Branding and Marking Plan and 508 compliance. Under grants and external communications, the consultant may be engaged in developing grantee fact sheets, grant reports, and success stories. The consultant may also develop Media and Event Toolkits to support implementation of the CIRCLE Alliance and its grants mechanism. This is a consultant position. The consultant will work closely with the Resonance CIRCLE Alliance team, but may also engage with Unilever, EY, and USAID, as well depending on programmatic needs determined by Resonance. Outcomes/Essential Functions This consultant will have a set of deliverables and timelines for activities. Below are functions that the consultant will engage in. A final consultant scope will be included as part of the consultant agreement.
  • Review the CIRCLE Branding and Marking Plan, and review and provide feedback on the CIRCLE Communications Plan with the goal of ensuring activities and strategy promotes the program sufficiently across a variety of stakeholders.
  • Develop CIRCLE communication templates, such as slide decks, reports, and external communication documentation.
  • Develop CIRCLE Alliance communications collateral, including fact sheets on CIRCLE Alliance grantees
  • Format and copyedit CIRCLE reports (e.g., Quarterly, Annual, Grant Reports and Work-Plans), including ensuring 508 compliance for DEC submission.
  • Develop graphics for CIRCLE reports and external communications that highlight activity progress and successes, including visualizing MEL data, as requested.
  • Develop an Event and/or Media Toolkit, as requested for in-person events.
  • Engage with select CIRCLE members and grantees to develop and maintain a story bank of programmatic progress and successes.
  • Enable and support organization in driving social, economic, and environmental impact
Estimated Level of Effort (LOE): Up to 12 days Duration: ~6-months with opportunity for extension(s) Required Education & Experience
  • Minimum bachelor's degree in communications, English, international development, or other applicable disciplines.
  • Minimum of 6 years of progressive experience in a communications role, focused on the development and dissemination of communication materials (newsletters, technical reports, marketing materials, etc.)
  • Experience developing polished communications products for high level clients and public facing audiences.
  • Proven experience utilizing the USAID Style Guide and ensuring 508 compliance.
  • Demonstrated record of drafting and copyediting external communications materials, including providing graphics design and document formatting.
  • Fluent in written and spoken English is required.
Preferred Education & Experience
  • Prior experience working with private sector stakeholders.
  • Prior experience communicating programming in waste management and recycling sector.
  • Familiarity with the development of grants communications materials
