* A bachelor's degree or higher.
For appointment to the Contract Management Specialist Trainee 2, you must have:
* A bachelor's degree or higher AND one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contracts and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
OR
* A Juris Doctor, master's or higher degree in a related field
For appointment to the Contract Management Specialist 1 (SG-18), you must have:
* A bachelor's degree or higher AND two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contracts and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a(n) Contract Management Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Review and approve/non-approve procurements and other related financial documents or review Vendor Responsibility documentation submitted with contract transactions to reach a conclusion regarding the adequacy of contracting agency's responsibility review process and reasonableness of agency's responsibility determinations.
o Read documents, identify areas of concern, communicate concerns and recommendations to state agency staff.
o Recommend audited contracts for OSC approval or non-approval or approval or non-approval of vendor responsibility conclusions.
* Provide guidance, technical assistance and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes including conducting Vendor Responsibility reviews, ensuring all control requirements are met.
o Contact agency staff to review contract preparation and award requirements.
o Use OSC information resources and internet resources to conduct research into the four factors of Vendor Responsibility for proposed contractors to State Agencies.
* Develop and assist with the development of audit guidelines and standards for contract, vendor responsibility and other related financial documents.
o Review new legislation, integrate with existing guidelines and standards for audits.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
