In conjunction with Strategic Business Units (SBUs) and Functional Center of Excellence (FCEs) (as our internal customers), draft and manage all process phases of RFPs, RFQs, and RFIs, and draft, negotiate and administer contracts of varying degrees of complexity for the acquisition of goods and services of all types, applying a high degree of independent judgment.
Conduct contract negotiations involving substantial financial commitments with terms and conditions that may be difficult to define, lack established guidelines, or for which little or no precedent exists. Ensure compliance with and adherence to local, state, and federal regulations/statutes and to ETS policies and procedures to protect ETS's financial, legal, and business interests. Act as ES&SM's representative and advisor to internal customers on all phases of the procurement-to-contract process. Manage supplier relationships and contract performance as required through to contract close-out.
Function within corporate policy and business best practices, facilitate corporate compliance tasks regarding Accessibility, FCPA, GDPR, IESA, PIA, etc. and maintain current knowledge of market conditions and trends, and assist in formulating short and long-term procurement strategies to ensure economy, quality, and continuity of supply. Demonstrate superior oral and written communication skills, contract law knowledge, contract content and structure knowledge, negotiation skills, and work organization skills.
* Analyzes procurement requests based upon appropriateness, conformance with corporate policies and goals, quantity, specifications, and delivery requirements.
* Determines priorities for procurement request handling and management. Selects and approves potential suppliers in conjunction with internal customers.
* Ensures optimum use of ETS funds through development and use of RFPs, RFIs, and RFQs. Receives and analyzes replies to bid requests; negotiates and writes contracts, and awards business.
* Reviews and analyzes supplier-prepared documents, if presented, i. e. contracts, leases, licenses, specifications, statements of work, and other such documents; proposes and negotiates changes; drafts amendments, modifications, and addenda; and alerts responsible parties to potential problems, liabilities, or unusual terms.
* Reviews all transactions in their earliest stages to ensure compliance with ETS accessibility requirements, FCPA, GDPR, information protection security (IESA), personal identifiable information (PIA), and credit card usage security (PCI), as applicable.
* Continually seeks to expand qualified MWDVBE supplier participation in accordance with corporate objectives and policy.
* Maintains continual focus on achieving cost reductions/savings/avoidances consistent with annual corporate and department objectives.
* Has delegated commitment/signing authority on behalf of ETS for transactions up to $250,000.00.
* Advise and work with Corporate Procurement to develop the appropriate purchase order resulting from a negotiated contract.
* Demonstrates business maturity with strong interpersonal and communication skills suitable to interact with all levels of management, internal clients, suppliers, and coworkers, promoting accuracy, efficiency, objectivity, fairness, and courtesy.

Education
* A Bachelor's degree in a business-related field or commensurate appropriate business experience in lieu of a bachelor's degree.
* MBA preferred.
