Position Overview
Seasoned professional level position in Social Services Planning/Administration under general direction of the Human Services Planning and Development (HSPD) Executive Team (Director, Assistant Director, Managers). This position requires thorough knowledge of effectiveness and accessibility of human services levy programs through contract monitoring and evaluation, in order to provide technical assistance to Family and Children First Council (FCFC) staff and levy committees as outlined in rank 1 job duties 50% of the time. Must also perform rank 2 and 3 job duties.
Summary of Job Duties
Gathers, interprets, compiles, reviews and monitors program data and develops reporting mechanisms, reviews program proposals, and contracts, recommends approval/disapproval on allocations of levy funds to the HSPD Executive Team based on specific performance evaluations of individual contracts; provides technical assistance to HSPD staff, FCFC, Human Services Levy Council (HSL), Homeless Solutions Policy Board (HSPB) and their respective committees as well as health and human services agencies/providers; works closely with the HSPD Program Coordinators, community programs and agencies.
Develops and supports HSPD, FCFC, HSL, HSPB and other purchase of services contract processes; supports goals and objectives to coordinate a comprehensive, systemic evaluation and monitoring component for programs being performed for, or on behalf of HSPD, FCFC, HSLC, HSPB or other designated entity; review program scope of services to determine appropriateness of contracts for intended purposes; determines initial as well as ongoing eligibility of customers; assures that contracts comply with State and Federal regulations; negotiates contracts according to established procedures; and recommends approval/disapproval on allocations of community, state, and federal funds to the Executive Team.
Develops and prepares reports with information for staff and volunteers; develops agreements with agencies and organizations; document customer feedback as part of evaluation and future planning; interprets contracts for agency staff and providers; resolves problems by acting as a liaison when possible; schedules meetings with provider representatives when necessary to accomplish contract objectives; notifies agency staff when contracts are amended or terminated. Prepares new releases of contracts for the Executive Team's approval.
Acts as a consultant to boards, community programs, and agencies; interprets laws, policies, and procedures relative to program needs; acts as a liaison between county and community agencies in contract negotiations, information and resource sharing, as well as organizes and/or represents the department at meetings, seminars, and conferences.

Minimum Qualifications and Requirements
Completion of graduate major program course work in social science and one (1) year of experience in contract development, monitoring and evaluation of contracted social service programs -OR- completion of undergraduate major program course work in social scienceand three (3) years of experience in contract development, monitoring, and evaluation of contracted social service programs -OR- alternate, equivalent evidence of the minimum class requirements
