Position: Contract Services Officer
Location: Sacramento, CA (Onsite)
Pay Rate: $27-$42.37/hr.
Duration: 12 Month Contract
Must Have:
- Bachelor's degree in a relevant field (e.g., Business Administration, Contract Management)
- Experience in contract administration, procurement, or related areas
- Experience with Government Contracting or purchasing
- Familiarity with legal and regulatory requirements
- Strong organizational skills and attention to detail
- Excellent communication and negotiation abilities

Day to Day:
Insight Global actively seeking an exceptional candidate for a Contract Services Officer to support a public sector client of ours in Sacramento. In this role, you will perform a wide range of supporting functions related to contracts, adhering to District Policies and Procedures, as well as State and Federal Laws. Your primary responsibilities will involve drafting solicitation documents, negotiating agreements, managing contracts, and maintaining documentation records. You'll collaborate with District staff, legal counsel, and other stakeholders to ensure efficient contract processes.
Essential Functions:
1. Solicitation Support (25% of the Time)
- Work closely with District staff to develop various solicitations, including:
- Request for Proposals (RFPs)
- Request for Bids (RFBs)
- Solicitation development tasks include:
- Creating timelines
- Preparing addendums
- Issuing formal notifications, memos, and letters
- Collaborate with Risk Management and/or Legal Counsel as needed.
2. Contract Negotiations (30% of the Time)
- Prepare, negotiate, and execute agreements and contracts with both public and private entities.
- Engage Risk Management and/or Legal Counsel during negotiation processes.
3. Contract Management (15% of the Time)
- Oversee agreements, contracts, and other contractual documents.
- Responsibilities include:
- Collecting and reviewing vendor documentation (e.g., tax status, insurance, banking information, surety bonds)
- Ensuring compliance with contractual terms
4. Document Records Maintenance (15% of the Time)
- Manage and maintain various contract documents, including:
- Contracts
- Insurance records
- Bonding information
- Correspondence between the customer and other contract parties
- Utilize the District's Record Center, Shared Drive, and other record repositories.
5. Additional Responsibilities (5% of the Time)
- Assist the Sanitation District Purchasing Manager in editing or rewriting policies and procedures as needed.
- Contribute to other various projects as assigned.
